This position is located in Natchez Trace Parkway, in the Fire & Aviation Management Program in the Ranger Operations Division. This position is a Career/Career Conditional Permanent position.

Duties

This is a an Assistant FMO of a complex fire management program within the Department of the Interior (Department). Moderately complex fire programs are described under "Complexity." This FMO is responsible for directing multiple phases of fire management programs on Federally managed lands to include fire management planning, aviation management, training and workforce planning, fire preparedness, fuels management and fire prevention, dispatching, suppression, post-suppression, as well as all hazard and emergency response activities. Supervises regularly assigned fire management staff a minimum of 25% of the work time and provides situational leadership and supervision for additional fire management staff and cooperators during preparedness and incident response assignments; likewise, assigns and reassigns crews, firefighters, and other fire staff to various shifts and stations throughout the organization. The FMO exercises supervisory authority as described under "Supervision Exercised." The FMO performs or supervises administrative program management functions such as planning; budget formulation and execution; stewardship of physical facilities, equipment, vehicles, and accountable property; development and implementation of training and development programs; and implementation of cooperative agreements. Develops and maintains overall fire management plans for moderately complex fire programs covering a variety of activities such as: fire detection (i.e., lookout towers, detection cameras, ground and aerial patrols, aerial observation routes); fuels management projects; staffing requirements; pre-incident planning for construction of landing spots, fire camps, staging areas, fuel breaks and barriers, and water facilities; organizational requirements for supplies, materials, fleet, equipment, and facilities, standardized mapping and record keeping systems; strategic locations of fire resources; prevention inspection schedules and workload requirements; initial attack methods; operating procedures; operational methods for managing and suppressing large fires; policies and procedures for operating and maintaining communications systems and facilities; and fire management training programs needs and requirements. Facilitates fire management planning activities. Fire management planning involves interacting with all disciplines (interdisciplinary teams) as well as subordinate leadership, employees of the organization, and cooperators from other federal, state, tribal, and local agencies. Provides advice and guidance to the unit agency administrator. Fire planning documents include, but are 2not limited to, fire management plans, prevention plans, training plans, dispatch plans, fuels management plans, use of new equipment or techniques, use of aerial assets both fixed and rotor, fire suppression, and cooperator participation. Develops local/annual operating plans and provides staff technical direction in the execution of master plans throughout the organization. Develops and negotiates local interagency agreements. Develops, formulates, and recommends standard operating methods and procedures for use throughout the organization in conformance with broad agency guides. Plans include short-range issues as well as long-range strategies. Makes periodic inspections of the fire management organization and operations for compliance with approved plans, rules, regulations, and standards to ensure that an adequate and effective fire management force is being maintained. Inspects and evaluates the effectiveness and timeliness of fire prevention and fire dispatching operations and programs. Evaluates adequacy, efficiency, timeliness, speed of action, and effectiveness of firefighting resources, fleet, equipment, and facilities during fire suppression operations. Prepares reports of findings and makes recommendations for correction of deficiencies or steps required to improve operations or programs. Plans, coordinates, directs, and participates in training courses for agency personnel, cooperators, and others covering all phases of the fire management program including methods, techniques, and practices of fire prevention, emergency and special suppression techniques, fire suppression, emergency management training, and leadership of staff and crews in fire situations. Develops course materials, plans demonstrations, and develops training schedules. Directs the preparation and execution of annual budgets for fire management programs, taking into account expenses for salaries, supplies, new facilities, and equipment, etc., to ensure adequate staff, equipment, and facilities to protect natural resources from fire. Serves as or delegates responsibility of operational duty officer to provide direction on the strategic response to wildland fire and emergency incidents during both duty and off duty hours. Performs other related duties as assigned.

Selective Factors: The applicant must have possessed all the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position: ENGB OR CRWB-currency is required Type 3 (ICT3) or RXB2-currency is required -AND- This position is covered by the special retirement provisions of 5 U.S.C. 8336 (c) and 5 U.S.C. 8412 (d). Applicants must not have reached their 37th birthday upon appointment to this position unless there is sufficient prior Federal service in a covered position to permit retirement on or before the mandatory retirement age for this type of position. An exception is allowed if you are a qualified veterans preference eligible. -AND- One year of specialized experience equivalent to the GS-0456-09 grade level in the Federal service. For this position, specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position and must have included work in, or directly related to, (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) forest fire control, prevention, or suppression work; (3) rescue operations; (4) detection, reduction, or elimination of potential fire hazards; (5) operation of fire communications equipment when it requires specialized knowledge of firefighting techniques, equipment, and procedures to prevent and manage fires; (6) controlling hazardous materials incidents and/or (7) developing, implementing, or providing training in fire protection and prevention. Performed land use planning and environmental compliance; Evaluated prescribed burn plans or fire management plans to ensure fire containment is possible and identifying appropriate suppression contingencies if fire containment is not obtained; Implemented fire management planning, including evaluation of objective in resource management plans to develop strategies to accomplish these objectives; Developed evaluation measures to determine if fire management activities have accomplished objectives and adapted future activities based on findings You must indicate your hours worked. -OR- One year of specialized experience equivalent to the GS-0456-10 grade level in the Federal service. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps buildbcritical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no educational qualifications for the GS-0456 Wildland Firefighter occupational series at the GS-11 grade level.
