The primary purpose of this position is: To serve as a craftsman paralegal in the Military Justice Division at this installation, providing assistance to the chief, military justice, other divisions, and office leadership including the Staff Judge Advocate.

Duties

Prepares legal briefings and documents after effectively evaluating and examining information in military justice files, libraries, references, instructions, regulations, policies, directives, and other information sources. Provide oversight and prepare, review, and processes administrative discharges. Manages and provides support for all military justice and adverse actions. Utilizes a open microphone or similar mechanical equipment to record high speed dictation at various types of informal and formal legal proceedings, such as courts-martial, grievance hearings, and investigative boards. Performs administrative office support functions and maintains cooperative working relationships with co-workers, related functions, customers, and operating officials. Uses varied and advanced functions of word processing software to create, format, modify, edit, and print a variety of transcripts, letters, reports, memos, and other legal documents.

Requirements

  • Must be able to obtain and maintain a SECRET security clearance

  • May be required to work other than normal duty hours, which includes overtime, nights, holidays or weekend hours as workload demands
  • Must be able to obtain and maintain Notary Public certification for applicable state and perform Notary Public services

  • Work will occasionally require travel away from the normal duty station on military or commercial aircraft, or by automobile.
  • At least 5 years proven experience in Paralegal research, writing, and communication, highly desired
  • At least 5 years proven experience performing under the supervision of a qualified attorney, highly desired
  • At least a 4 year degree in an approved or accredited institution of higher learning, highly desired
  • OA-Typing Requirement: The incumbent must have the ability to type a minimum of 40 WPM
  • Leave accrual may be authorized upon request

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: (1) knowledge of basic legal principles and concepts to interpret and apply, or explain to others the application of, a body of law, regulations, precedents, and practices covering one or more recurring types of legal actions encountered in the agency; (2) Knowledge of the principles, concepts, and methods of legal research and reference sources such as agency manuals, directives, issuances, court reports, appellate records, or commercial legal publications sufficient to locate appropriate data such as applicable precedents, legislative history, and commentaries which bear on particular legal issues; (3) Knowledge of legal techniques and skills necessary to analyze both issues of fact and issues of law in order to prepare digests of case decisions, evaluate the applicability of precedents, or to draft briefs, other litigation papers, advisory opinions, or findings. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. This education must have been in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of an extensive body of rules, procedures, formats, protocols and specialized terminology as they relate to formal legal proceedings to prepare, process, and disseminate legal forms and documents. Ability to interpret and apply regulatory and procedural requirements to process unusually difficult and complicated transactions; ability to utilize a military legal library and computer resources to perform appropriate research. Knowledge of correct grammar, spelling, punctuation, capitalization, and required legal formats and directives regarding preparation of written communications to produce legal and administrative documents and communications. Knowledge of word processing automation software functions to suppo11 office operations and produce a variety of textual documents, such as legal proceedings, letters, reports, memos, form letters, and to carry out legal notarial acts. Skill in typing; a qualified typist is required. Skill in fact finding and the ability to apply proper interview techniques to include logic and interpersonal skills in order to conduct interviews. Meticulous ability to identify, explore and exploit leads and detect discrepancies in information, distinguish between relevant and irrelevant information, and analyze, interpret, and evaluate information obtained. Skill to operate open microphone equipment and voice recognition technology, or similar mechanical equipment, sufficient to take dictation at speeds of not less than 175 words per minute to reproduce material on a disk, cylinder, or similar device. Ability to communicate effectively, both orally and in writing and to provide training and guidance to others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
