The primary purpose of this position is: To support the United States Air Force Warfare Center (USAFWC), as a senior civilian paralegal, providing paralegal support in the areas of civil law, operations law and military justice. To support attorneys assigned to the Office of the Staff Judge Advocate (SJA) in advising the USAFWC Commander, the 57th Wing (57 WG) Commander, the 99th Air Base Wing (99 ABW) Commander, staff and subordinate organizations.

Duties

Manages the Victim and Witness Assistance Program (VWAP) Serves as the Assistant Law Office Superintendent (LOS) and acting LOS in the LOS' absence Manages the base ethics program Provides paralegal support to staff attorneys, commanders, contracting officers, engineers, civilian personnelists, first sergeants, and members of the public

  • May be required to work other than normal duty hours, which includes overtime, nights, holidays or weekend hours as workload demands
  • Required to obtain and maintain Notary Public certification for applicable state and perform Notary Public services
  • Writing and communication of at least 5 years’ experience in paralegal research is highly desired
  • Disclosure of Political Appointments
  • Have at least 5 years proven experience performing under the supervision of a qualified attorney is desired
  • Possession of at least a 4 year degree in an approved or accredited institution of higher learning is desired

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of basic legal principles and concepts to interpret and apply, or explain to others the application of, a body of law, regulations, precedents, and practices covering one or more recurring types of legal actions encountered in this agency. OR EDUCATION: Applicant must have successfully completed a Ph.D. OR equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience. I have less than 1 year specialized experience and I have more than 2 years of graduate level education to qualify based on a combination of education and experience. (18 semester hours is considered 1 full year of graduate level education). NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to independently perform legal research utilizing electronic methods (LEXIS/NEXIS, Westlaw and Flite) and traditional methods (books, periodicals and indexes). Knowledge of software applications including Microsoft Word, Access, PowerPoint, Armed Forces Claims Information Management System, Automated Military Justice Analysis Management System and Legal Information Online System, to support office operations and produce a variety of documents such as letters, reports, memos and form letters. Knowledge of an extensive body of rules, regulations, laws in Ethics, Federal acquisitions, environmental and civilian personnel procedures, formats, protocols and specialized terminology as they relate to formal legal proceedings, to prepare, process and disseminate legal forms and documents, and to carry out legal notarial acts. Skills and proficiency sufficient to investigate and become thoroughly familiar with subject matter details involved in case or legal matter, determine the specific data needed and best approach to obtain this data, or to determine the relevance or sufficiency of available legal, technical, or other related data. Skill in interpersonal communication to gain cooperation from others through tact courtesy, and diplomacy. Conduct community meetings and public speaking, and ability to counsel and work effectively with people in crisis. Ability to communicate effectively, both orally and in writing and to provide training and guidance to others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
