The primary purpose of this position is to serves as the Personnel Recovery Education and Training Center (PRETC) Program Manager and first-level supervisor for development and delivery of joint education, training and exercise support program elements.

Duties
- Provides management in the development and delivery of joint education, training and exercise support program elements.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to subordinates regarding policies, procedures, and directives of higher-level management or headquarters.
- Serves as a liaison and PRETC representative to CCMDs, military services, other government agencies, multinational partners, and partnered institutions to deliver joint education, training, and exercise support capabilities.
- Provide joint education, training and exercise support for DoD, Interagency, and Multinational Partners.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge and thorough understanding of the DoD personnel recovery system; Preparation, Planning, Execution and Adaptation; PR architectures; tactics, techniques, and procedures; and command and control operations employed by the Combatant Commands, Services, Interagency and Multinational partners. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge and thorough understanding of the DoD personnel recovery system; Preparation, Planning, Execution and Adaptation; PR architectures; tactics, techniques, and procedures; and command and control operations employed by the Combatant Commands, Services, Interagency and Multinational partners.
2. Knowledge of analytical techniques and methods to gather and assemble program information.; education, training and exercise oversight processes and procedures; and common budgetary practices, procedures, regulations, precedents, and guidelines.
3. Skill in analyzing and synthesizing education, training and exercise related research, training and operational outcomes into finished products and policy documents on behalf of the DoD PR OPR.
4. Ability to conduct research and analysis to develop reports with assessments of mission requirements that can be used to devise solutions to identified problems areas associated with projects or program area.
5. Ability to communicate orally and mastery of written English and technical writing skills.
6. Ability to lead, manage, supervise, and mentor a subordinate staff.
CONDITIONS OF EMPLOYMENT CONTINUED:
Drug Testing:This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
