The Incumbent serves as the Physician/Provider Recruiter. This position is located in the Veterans Administration at the Fredericksburg Health Care Center, Central Virginia VA Health Care System aligned under the Director of Clinical Services (DCS) office. The purpose of the position is to serve as an advisor for the Fredericksburg Health Care Center to provide strategic recruitment and retention analyses for short and long-range forecasting to health system leadership and service line managers.

Duties

Responsibility for end-to-end recruitment of healthcare professionals, utilizing a candidate experience model and seamless hiring processes. Responsibility to develop policies, procedures and initiatives which impacts the patient service and treatment delivery. Manages provider recruitment and program operations, organizing work and setting priorities. Reviews and analyze workload data throughout the aligned Director of Clinical Services (DCS) and make recommendations regarding resource utilization. Assist with overcoming and resolving the VAHCS's recruitment and retention barriers, problems and issues that often involve conflicting or incomplete information. Revises and evaluates all data collected, compiling existing information and ensuring accuracy, and generates reports to make recommendations. Serves as an advisor for the local VA health care system and affiliated Health Care Centers and Community Based Outpatient Clinics; to provide strategic recruitment and retention (R&R) analyses for short and long-range forecasting to health system leadership and service line managers Analyze workload data throughout the DCS service lines (or similar) ; includes reviewing, analyzing, and maintaining an awareness of available resources, costs, such as hours per patient day (HPPD), staffing and agency costs, sick leave usage, and making recommendations regarding resource utilization. Assists in the development of information including statistical and demographic information for various medical center healthcare programs submitted to VISN or VA Headquarters. Conducts in-depth studies to assess current or future workload and resource needs. The incumbent has direct responsibility for seeking and finding practical solutions which may be achieved through short or long-range planning. Advises key internal clinical service line stakeholders regarding information gained from staffing initiatives and modification/updates to established regulations and agency policies Formulates recommendations to correct deficiencies or increase positive accomplishments of administrative practices, i.e., the development of criteria to determine measurable work areas and establishment of quantitative or qualitative production standards. Work Schedule: Monday - Friday 8:00am- 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: Physician and/or advanced practice provider recruitment experience in either a Federal or Private Sector Hospital or Health Care System. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing short and long-term facility strategies to optimize recruitment and retention outcomes and achieve health care system objectives. Advising and consulting management officials on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as targeted job fairs, social media, recruitment campaigns, etc. and knowledge of credentialing and Federal Employee benefits (i.e. pension, TSP, etc.) is strongly preferred. NOTE: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held in resume. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a P.H.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate level education. Physical Requirements: Physical demands are limited to walking, much of the work is sedentary. Work is typically performed in an adequately lighted and climate-controlled office.
