About the Position:
This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)) in the Military Community Outreach (MCO) directorate; program office for outreach and engagement and digital resources for the military community.
Duties
Oversee, manage and evaluate performance of contracts supporting online learning, course development, instructional design and the delivery platform.
Responsible for oversight and management of Military Community and Family Policy online learning program which provides support to all Military Community and Family Policy and other relevant programs.
Develop and maintain the MilLife Learning digital resource to include innovative course development, implementation and maintenance, and review of all content to ensure it is appropriate for public release.
Expert advisor to senior executive management officials in the Office of the Secretary of Defense regarding online learning as it relates to military community and family program policies.
Develop strategic plans, with an emphasis on outreach and engagement through online learning.
Establish relationships with national, state, local, and/or military leaders with vested interests in improving quality of life for service members and/or their families.
Assign work to subordinates based on priorities, consideration of the difficulty and requirements of assignments, and/or the capabilities of employees.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes reviewing online learning content to ensure its appropriateness for public release, developing strategic plans for outreach and engagement of online learning in concert with applicable program areas, evaluating policies and projects of an online learning program, managing performance of contracts supporting online learning, course development and/or instructional design, and performing a full range of first-level supervisory responsibilities, such as; assigning work to subordinates, evaluating work performance of subordinates, interviewing candidates for positions and identifying training needs of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
