Duties

Work as a member of a team in the Army Test and Evaluation Command Equal Employment Opportunity office managing Equal Employment Opportunity Complaints. Support Equal Employment Opportunity team in implementing a model program. Ensure the agency is responsive with the reasonable accommodation laws. Implement human capital policies designed to address areas such as recruiting, developing, and retaining the workforce. Serve as an Equal Employment Specialist in the Army Test and Evaluation Command Equal Employment Opportunity office aiding the Equal Employment Manager. Carry out the Equal Employment Opportunity Program in areas such as philosophy, program concepts, and identifying resource requirements. Serve as the Complaints/Affirmative Employment Program/Compliance Program Manager for the organization. Evaluate the Command’s Alternative Dispute Resolution program. Responsible for ensuring the development of Equal Employment Opportunity training courses with Command-wide applicability.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires Temporary Duty (TDY) travel up to 20% of the time. The employee must be willing and able to travel on military and commercial aircraft.

To qualify for the NH-02: General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04/NH-01 grade level/pay band, which includes: 1) Review regulations pertaining to equal employment opportunity programs to provide assistance to team members and management officials; AND 2) Utilize fact finding methods in gathering information for complaints received, ensuring compliance with applicable equal employment opportunity laws. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04/NH-01). OR Education: Four year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. To qualify for the NH-03: Specialized Experience: One year of specialized experience which includes: 1) Discuss findings of data collected from Equal Employment Opportunity program reports with leadership; 2) Counsel employees concerning their rights under an Equal Employment Opportunity and affirmative action program; AND 3) Run equal employment opportunity reports such as the Disabled Veterans Affirmative Action Plan in order to meet statutory requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11/NH-02). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
