The primary purpose of this position is to serve as overall data base manager, analyst, and administrator for the Host Operations Resource Management System office with primary responsibility for analysis and overall management for the airlift squadron member and attached personnel. Plans, directs, and controls operational aspects of the following areas: aircrew resource management, aircrew training, aircrew incentive pay, data systems and interfaces, operational reports and technical guidance.
Duties
Direct, control and monitor the operation and maintenance of the operations resource management system.
Direct the installation, testing and evaluation of newly acquired computer systems for compatibility with objectives, policies, and concepts.
Authorize entitlements to aviation career incentive, hazardous duty, and other flying related pay, and research and resolve pay discrepancies.
Provides technical guidance and expertise to inquiries from other agencies and ensure flying unit personnel are properly trained and knowledgeable on all data systems and requirements.
Develop office procedures for the management of various data systems and assists in planning, administering, monitoring unclassified correspondence and preparing staff communications as necessary, and develop reports, retrievals, and computer programs for unique user requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience gained while performing various duties with professional knowledge of flight management policies, directives and procedures related to automated flight and training records. Knowledge of aviation eligibilities and understanding the complexities and limitation of computer equipment and various administrative software programs, experience in research and resolving pay discrepancies; and gathering information, identifying and analyzing issues, and developing recommendations to resolve issues.

EDUCATION: Successful completion of 2 full years of progressively higher-level graduate education leading to such a degree; or master's or equivalent graduate degree or LL.B. or J.D., if related to the position to be filled. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of directives/instructions, policies and procedures.
2. Skill and ability to operate data systems and interfaces, and to troubleshoot system problems.
3. Knowledge of aviation service eligibility directives.
4. Knowledge and experience in using personal computer, variety of software and hardware, i.e., word processor, spreadsheets, graphics, and knowledge of computer security procedures.
5. Knowledge of reserve flight pay and allowances, and inspection programs.
6. Ability to effectively communicate verbally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
