Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART) officer position, to serve as an understudy to the Mission Support Group Commander and as such, reviews policy and assists the Senior ART/Mission Support Group (MSG) Commander in planning, organizing, coordinating, directing, and controlling all activities and operations of the Mission Support Group. Subject position is part of the AFRC developmental Mission Support Group training program. As such, this position provides the incumbent with valuable AFRC experience that will serve as a recruitment source from which Mission Support Group Commanders can be selected. Incumbent receives experience, training, and instruction in providing overall staff direction to all Mission Support Group programs. RESPONSIBILITIES: 1. Serves as an understudy/ advisor to the MSG Commander and staff, providing planning and oversight of base support activities in the Mission Support Group. Such activities include but are not limited to logistics planning and readiness, communications, civil engineering, personnel, supply, transportation, contracting, aerial port etc. 2. Represents the Mission Support Group Commander at a variety of installation and functional area organizational meetings. Establishes, develops, and maintains effective working relationships with other group commanders, representatives and senior staff at Numbered Air Force, HQ AFRC, gaining MAJCOMs, and Air Staff. 3. Assesses the effectiveness of program execution. Reviews management indicators and reports to identify any deficiencies or shortfalls and makes recommendations to the MSG Commander on possible solutions and courses of action. 4. Accomplishes special staff studies, projects and initiatives resulting from legislative and regulatory changes, reengineering efforts, new technology, privatization, program/mission changes, etc. Identifies the need for studies, establishes goals and objectives, and designates working group(s) as needed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the lower grade, GS-12 level or equivalent. Examples of specialized experience includes: experience in management and organizational principles and practices as well as comprehensive knowledge of organization, programs, missions, and functions of the unit as it relates to a variety of logistics functions including but not limited to communications, civil engineering, personnel, logistics planning and readiness, supply, transportation, contracting services, and other military organization. Knowledge in analyzing complex program operations, developing recommendations, formulating, determining or influencing policies of the unit to which assigned, and effectively present alternative solutions to management. FEDERALTIME-IN-GRADE (TIG)REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-ingrade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive and detailed knowledge of a variety of logistics functions including but not limited to communications, civil engineering, personnel, logistics planning and readiness, supply, transportation, contracting services, and others. 2. Knowledge of support mission requirements in all areas of base support. 3. Knowledge of a wide range of analytical/investigative techniques and qualitative/quantitative methods to conduct comprehensive studies and make recommendations on substantive operating programs and policies. 4. Knowledge of operating programs throughout unit in order to conduct comprehensive studies, analyze findings, and make recommendations on substantive operating programs. 5. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. 6. Ability to recognize interrelationships of the various aspects of operating programs and skill in interpreting and analyzing such information to evaluate overall program status and effectiveness. Ability to gain cooperation from others through tact, courtesy and diplomacy. 7. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships. 8. Knowledge of safety and security regulations, practices, and procedures. OTHER SIGINIFCANT FACTS: 1. This is an ART officer position. Must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not exceed 30 % of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends. Performs other related duties as assigned. 2. This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. 3. Must be able to obtain and maintain the appropriate security clearance. 4. Performs uncommon tours of duty. May be required to work other than normal duty hours which may include evenings, weekends, and/or holidays. 5. May be required to fly in military or commercial aircraft for TDY purposes. 6. This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned. (This position IS NOT designated key IAW AFI 36-507, chap 1, para 5.5.). 7. Incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
