DASA(DES) is seeking a change agent to support the cybersecurity and cyberspace survivability of the Army's Digital Transformation across all weapon systems. This will involve strategic planning and engineering implementation guidance across the Army's Acquisition programs. Duties

Foster and promote digital transformation to engineering practices across the ASA(ALT) portfolio. Monitors projects, programs, products and acquisition documentation related to cyber resiliency and system survivability. Assists materiel developers and users in development of system resiliency and survivability operational requirements throughout the acquisition lifecycle. Leads the subsequent identification, prioritization, and implementation of materiel and non-materiel vulnerability mitigations from a system of systems perspective. Responsible for contract management by developing performance work requirements, overseeing contractor technical performance, and identifying areas of risk. Provide professional, creditable, valuable, and consistent communications for efforts to multiple Army and DoD organizations

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • Must be able to obtain and maintain a determination of eligibility for a Top Secret/SCI security clearance for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Practitioner certification within 60 months as of entrance on duty.
  • This position requires Drug Testing.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: Your resume must describe one year of specialized experience at the NH-03 (or GS13 equivalent) level that includes: (1) Coordinating system development plans and system product improvement plans; (2) Analyzing and evaluating the effectiveness of the engineering aspects in the solution of development problems; (3) Developing the overall protection plan, system security engineering plan, or cybersecurity strategy for a technology development effort; and (4) Knowledge of DoD acquisition and life cycle management policies, procedures, and practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11. Basic Education Requirements (IOR): A. Possess a Bachelor's degree in professional engineering. To be acceptable, the curriculum must: (1) being a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or(2)include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties);and (g) any other comparable area of fundamental engineering science or physics, such as optics,heat transfer, soil mechanics, or electronics. You MUST upload your transcripts to be considered. OR B. Possess a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example: an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Possess a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.You MUST upload your transcripts to be considered OR D. Possess a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. You MUST upload your transcripts to be considered OR E. Possess a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by following: Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science,mathematics,hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience,e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates.)
