Vacancies will be filled in the following specialty areas:
Communications and Liaison (C&L); Office of Communications (Social Media)
The following are the duties of this position at the full working level.
Designs and manages web-based solutions and social media tools that are used to advance public understanding and engagement in important public policy initiatives of the Internal Revenue Service.
In collaboration with senior team members, develops and manages social media content, site design, development, maintenance, administration and support services of these products. Initiates or develops the writing, production and posting of new content and social media campaigns, and takes part in the overall graphic design elements of the Service's website and online elements produced by the Internal Revenue Service.
Assists with implementation of short and long-term strategic planning in setting overall strategy of the Service's web and social media presence. Helps plan, manage, and develop projects implementing internal and public crowd sourcing elements and projects enhancing public involvement in government and in support of critical IRS initiatives.
Maintains awareness of Servicewide policy and management initiatives, and identifies opportunities to use the Internet and social media outlets to facilitate initiatives. Consults with and supports senior management to coordinate social media content, design, presentation of these initiatives.
In collaboration with senior team members, creates successful campaign components using blogs, Facebook, Twitter and other social media tools, and executes such outreach campaigns accurately and efficiently, developing strong relationship with external and internal customers through effective and consistent communication.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with communication principles and skill in making oral presentations and conducting meetings to obtain customer input on program issues, and develop mutually agreed upon resolutions; Applying a variety of approaches to communication programs and of developing effective messaging; Experience with problem-solving techniques and ability to make decisions; Analyzing and developing recommendations from a wide array of conflicting and divergent information to assist program officials in achieving the information objectives of their programs.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
