This vacancy is for a Special Emphasis Program Specialist in the Office of the Secretary within the Department of Commerce.
Duties
As a Special Emphasis Program Specialist, you will perform the following duties:
Provides data and information on issues and matters that affect the Equal Employment Opportunity (EEO) groups; drafts guidance, research issues, responds to correspondence and inquiries and serves as lead on establishing Special Emphasis Programs (SEP).
Advises on affinity groups and offices on the effectiveness with which programs are executed throughout the Department.
Assists the Affirmative Employment Program Manager (AEPM) with workforce analysis and identifies barriers facing assigned groups.
Recommends and coordinates (SEP) policies, tracks metrics, programs and events.
Develops, coordinates, and/or conducts Department-wide programs, training, and special observance events in concert with Employee Resource/Affinity Groups.
Identifies Department-wide theme for the special observance month, keynote and guest speakers, panel topics and participants, and cultural performances in the equal employment opportunity.
Ensures programs are planned and executed in accordance with established protocols, procedures and policies.
Collaborates with leaders and members on educational content for the SEP.
Creates, designs, and implements outreach and education products and to post on information platforms.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service.
Specialized Experience is defined as: developing and coordinating programs, training, and/or special observance events for assigned EEO groups, maintaining currency with the equal employment opportunity (EEO) laws, regulations, and issues pertaining to special emphasis programs, collecting, analyzing, and communicating data or information pertaining to the special emphasis and/or EEO groups.
