This position provides Human Resources support work in the Veterans Integrated Service Network (VISN) 16, Jackson, MS, VA Strategic Business Unit, providing assistance in various recruitment and staffing activities.
Duties
The Human Resources Assistant (Recruitment & Placement) will serve under the direction of the Senior Strategic Business Partner and provide assistance in the onboarding of new employees and other various recruitment and staffing activities. Major duties of this position include, but are not limited to:
Utilizing USA Staffing Onboarding to initiate and monitor pre-employment requirements;
Reviewing employee and applicant documents for accuracy, completion and compliance to meet all federal and regulatory requirements;
Conducting New Employee Orientation;
Interpreting and applying federal civilian recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants;
Utilizing the Office of Personnel Management (OPM) Guide to Processing Personnel Actions to prepare requests for federal personnel actions;
Utilizing USA Staffing to create assessments and vacancy announcements for entry level positions; and
Applying basic pay setting in accordance with applicable OPM and/or internal pay setting policies.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
GS-05: You must have served 52 weeks at the GS-04.
GS-06: You must have served 52 weeks at the GS-05.
GS-07: You must have served 52 weeks at the GS-06.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
GS-05 Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation. Examples of specialized experience include, but are not limited to:
Accomplishing routine administrative support tasks within an office setting;
Maintaining files, data and/or employee records, position descriptions, training records, etc.; and
Using a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in documents, files, and records as needed. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a 4-year course of study in any field leading to a bachelor's degree. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 4 academic years above high school leading to a bachelor's degree. When education is used to meet specialized experience requirements at grade GS-5, the level of the course work must have been equivalent to at least the junior- and senior-year levels of a baccalaureate program.
GS-06 Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Researching, interpreting, and applying HR policies and regulations;
Reviewing applicant/employee documents for accuracy, completion and compliance to meet all federal and regulatory requirements;
Initiating and monitoring pre-employment requirements and assisting with new employee orientation;
Discussing benefits and/or benefit eligibility;
Inputting and/or retrieving data using an automated system; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 6 months of graduate education. Note: To be creditable, graduate education must be directly related to the position to be filled. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first three months of graduate education to qualify.
GS-07 Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Initiating and monitoring pre-employment requirements to include new hire paperwork, pre-employment physicals, background investigation requirements, credentialing, new employee orientation;
Researching, interpreting and making recommendations on complex issues as they relate to onboarding new employees;
Applying federal policies and regulations related to recruitment and placement;
Assisting with basic recruitment activities to include reviewing recruitment packages, drafting job announcements and qualifying applicants; and
Utilizing federal policies and regulation to assist with coding and processing personnel actions.OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 year of graduate education. Note: To be creditable, graduate education must be directly related to the position to be filled. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first six months of graduate education to qualify.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is generally sedentary and requires sitting, walking, standing, bending, and/or carrying light items.
