This position is in the Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS). As a Lead Human Resources (HR) Assistant the incumbent will provide technical support in recruitment, staffing, data systems, records, employee benefits, and clerical related activities for one or more assigned VA Regional Offices and or Business Lines.
Duties
*Special Salary Rate (SSR) Notice: This position is paid at a Special Salary Rate (SSR). VA approved special salary rates for HR Management, GS-201 and HR Assistant, GS-203 series positions in accordance with 5 U.S.C. 5305(a)(1), Special Pay Authority. The SSR will terminate on September 30, 2027.
Salary determination is dependent upon duty location and will be established at the time of selection.
Major Duties:
Leads a unit or team of employees performing work at the GS-5/6/7 level.
Provides guidance and technical direction for accomplishing the work of the unit or team.
Ensures the work assignments of employees in the unit or team are carried out.
Works with the supervisor in the assignment of functions to team members in order to meet routine and unusual deadlines and priorities.
Serves as work leader, ensuring the work assignments of employees in the unit are carried out.
Distributes and balances workload and tasks among employees in accordance with established workflow and/or job specialization. In case of a shortage of personnel due to scheduled or unscheduled leave, responsible for filing in and for distributing the workload to other team members to ensure smooth workflow.
Ensures the timely accomplishment of assigned tasks, and ensures that each employee has enough work to keep busy. Monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-8 position you must have served 52 weeks at the GS-7.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level or higher in the normal line of progression for the occupation in the organization. Specialized experience is defined as leading a unit or team of employees performing work at the GS-5/6/7 level. Providing guidance and technical direction for accomplishing the work of the unit or team and ensuring the work assignments of employees in the unit or team are carried out. Works with the supervisor in the assignment of functions to team members in order to meet routine and unusual deadlines and priorities. Proven ability for Maintaining personnel files and Processing personnel action.

Physical Requirements: The work is mostly sedentary with occasional walking and bending and carrying of light items such as papers and books. Work requires lengthy periods viewing video display terminals and extensive use of computer keyboarding. No special physical demands are required to perform the work.
