This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction (CWMD) Office. CWMD is chartered to substantially reduce the risk of chemical, biological, radiological, and nuclear (CBRN) terrorism against the United States for continuously improving capabilities to deter, detect, respond to, and attribute attacks, in coordination with domestic and international partners.

Duties

The Principal Deputy Assistant Secretary (PDAS), Countering Weapons of Mass Destruction (CWMD) is responsible for establishing, revising, or reviewing policies, standard operating procedures, mission objectives, and organization design for the staff. The PDAS will provide recommendations on determining the appropriate actions or interpretation of issues that impact the CWMD. Specific responsibilities include: Oversees the coordination and implementation of financial and budget execution activities to include obligations, expenditures, and shortfalls. Employs knowledge of strategic planning and management of resources to include personnel and budgets. Assist the CWMD Assistant Secretary in the development of guidance and provides organizational oversight of significant office functions relevant to successfully running a department-level component. Such items include but are not limited to Executive Secretariat affairs, Human Capital Management, Program Management, Acquisitions, Contracting and overall process improvement related to such activities. Assists the Assistant Secretary in establishment of an innovative and efficient program for conducting strategic planning and collaborating across DHS components and interagency. Applies knowledge, skill, and abilities associated with organizational and change management to develop approaches to help shape goals and set requirements regarding weapons of mass destruction (WMD) threats to the Nation. Assist the CWMD Assistant Secretary in the development of formal networks with responsible officials in other Executive Level Departments, as they pertain to chemical, biological, radiological, and nuclear concerns. Maintains liaison and facilitates the execution of CONOPS responsibilities for the CWMD Office and DHS Operational Components before, during, and after a WMD incident, together with the Federal Emergency Management Agency. Ensures a viable planning structure and system of priorities and scheduling to meet requirements and objectives. Enhances the effective sharing and use of information and intelligence and integrates this data with information from all mission-related systems to provide a greater overall awareness.

  • You must be able to obtain/maintain a Top Secret (TS) Sensitive Compartmented Information (SCI}; TS /SCI security clearance.
  • Selectee will be required to complete form OGE-278, Executive Personnel Financial Disclosure Form.
  • You will serve a one-year probationary period unless you previously completed the probationary period in the SES.
  • You must submit to a pre-employment drug test.

Qualifications

The application process to recruit for this position is the RESUME-BASED method. Demonstrated mastery of management/leadership principles, practices, methods, and techniques to solve broad, complex problems; administer public programs; lead change; and develop innovative solutions for issues associated with a variety of management efforts such as operational programs to support a myriad of stakeholders and administrative programs including, but not limited to, human capital management, information technology, budget and financial management, contracts, management analysis, and space planning. TQ 2. Demonstrated ability to successfully lead a large federal or private sector organization in developing and overseeing an enterprise strategic plan, including translating the strategy into tangible strategic and operational plans at an enterprise scale. NOTE: Your demonstrated leadership ability and the evidence of the ECQs and TQs must be clearly shown in your resume. A separate narrative statement will not be accepted.
