Duties

The Deputy Assistant Administrator (DAA) for Contracting and Procurement (C&P) is the senior acquisitions management official and the Deputy Head of the Contracting Activity in TSA. As such, the DAA provides executive leadership and senior technical expertise for TSA, on matters involving procurements and other transaction agreements. The responsibilities of the position have an agency-wide impact and influence, which includes providing innovative and expert leadership in the establishment and implementation of a comprehensive procurement strategies and implementation schedules, in accordance with applicable policies, procedures, laws, and directives. As the DAA, the incumbent: Is responsible for providing executive leadership and directing the Office's execution of contracts, procurements, and C&P's services throughout TSA. Manages, directs, and evaluates programs involving the acquisition of supplies services or research and development by utilizing formal advertising or negotiation procedures. Provides acquisition planning, business strategy solicitation, business clearance approvals, and ensures compliance with the Federal Acquisition Regulations (FAR) including: small business policy, contract awards and modifications, cost/price-based acquisition negotiation, source selection, claims review, analysis and avoidance and disputes resolution, simplified acquisition, contract administration, and if necessary, termination of assigned contracts for all assigned program and procurements. Provides leadership and oversight in the management of post-award contract administration, contract reporting, contract closeout, contract files maintenance, electronic acquisition systems, claims adjudication, disposition of defective pricing actions, and participation in litigation activities. Oversees the overall direction of process standardization for the entire acquisition lifecycle, to include processes related to Program Management, Logistics, and Test & Evaluation. Serves as the Executive sponsor for the Procurement Strategy Board, Solicitation Review Board and Acquisition Policy Board. As a member of the TSA Senior Leadership Team, participates on Executive Steering Committees. Provides day-to-day operational and management oversight and direction to subordinate managers in the execution of their respective and combined professional and technical functions, which includes acquisition and procurement management within the Office, as well as throughout the various organizational units within TSA. Qualifications

To meet them minimum qualification requirements for this position, applicants must meet the Basic Qualifications, Executive Core Qualifications (ECQs) and Professional Technical Qualification (PTQs). BASIC QUALIFICATIONS: Completion of all mandatory training, including at least 4-years' experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position. Federal Acquisition Certification in Contracting (FAC-C) or equivalent certification is required. Documentation must be attached to the application package. Applicants seeking to meet the training requirements are required to provide a current FAC-C (Professional) certification, DoD Contracting Professional certification, or request a waiver. You must have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; Guidance on Business Related Coursework for the 1102 Contracting Series OR Occupied a GS-1102-15 position since at least January 1, 2000. As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Professional Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. If you are a current or reinstatement eligible Career SES/TSES member or a graduate of an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP) and your ECQs have been previously certified by OPM's Qualifications Review Board, you are not required to address the ECQs. However, you MUST address all PTQs in your resume. Current and reinstatement eligible SES/TSES members please include with your application a copy of your SF-50 (Notification of Personnel Action) documenting your career appointment to the SES/TSES. SES CDP graduates, please include a copy of your OPM certificate. Professional/Technical Qualifications (PTQs): 1. Demonstrated experience planning, directing, coordinating, and managing a wide range of highly complex contracting and procurement initiatives. 2. Demonstrated experience evaluating broad contracting policies, procedures, and processes for compliance with Federal contracting and procurement laws, rules, and regulations. 3. Demonstrated experience monitoring overall strategic policy and program effectiveness of agency-wide contracting activities. Executive Core Qualifications (ECQs): ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
