This position is part of the WAPA-RMR-Rocky Mountain Region. As a Public Utilities Specialist (Power Billing), you will be performing a variety of analysis, evaluation, reporting, and accurate and timely completion of Power Billing functions as they relate to the sale and purchase of power and energy.
**This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.**
Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government.
To qualify for the GS-09:
Applicants must have one year (52 weeks) of specialized experience equivalent to the GS-7 grade level or pay band in the Federal service. This experience includes all the following:
Computer proficiency using Microsoft Excel to organize data in spreadsheets, create excel formulas and calculations, and create pivot tables.
Reviewing and analyzing numerical information for accuracy.
Performing data entry into specialized software.
Communicating with customers to answer questions or resolve disputes.
OR
SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or a LL.B. or J.D., if related.
OR
Combination of education and experience to successfully perform the duties of the position.
To qualify for the GS-11:
Applicants must have one year (52 weeks) of specialized experience equivalent to the GS-9 grade level or pay band in the Federal service. This experience includes all the following:
Compiling financial data to create business summaries or reports.
Using analytical skills to conduct comparisons, reconcile information, and research discrepancies.
Reading and interpreting information outlined in contracts, procedures, or regulations.
Configuring software to enable software functionality.
OR
SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or a LL.M., if related
OR
Combination of education and experience to successfully perform the duties of the position.
To qualify for the GS-12:
Applicants must have one year (52 weeks) of specialized experience equivalent to the GS-11 grade level or pay band in the Federal service. This experience includes the following:
Performing business functions related to financial settlements, billing, or accounting for revenues.
Applying guidance and provisions from contracts, procedures, rate schedules as it relates to billing for services.
Providing interpretation, guidance or recommendations on technical issues impacting billing and accounting for revenues.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
PHYSICAL DEMANDS: The work is primarily sedentary.
WORK ENVIRONMENT: The work is normally performed in an office setting.
