The position serves as the Administrative Officer for Physical, Medicine, and Rehab (PMR) Service at the Veterans Affairs Pacific Islands Health Care System (VAPIHCS). VA Pacific Island Health Care System is a Level 3 facility serving the VA Sierra Pacific Network (VISN 21). The PMR service includes Prosthetics & Sensory Aide Section, Traumatic Brain Injury, Spinal Cord Injury, Integrated Care, Rehab, Audiology, and Primary Care Pain Management.
Duties
The duties related to this position include but are not limited to the following:
The incumbent directs the personnel management program for PMR Service, performing and overseeing the full range of human resources requirements, including recruitment, compensation, promotions, awards, benefits, position classification, performance/position management, leave administration, training, disciplinary actions, grievance procedures, equal opportunity, merit promotions and labor management relations.
The incumbent provides administration management for PMR Service, this may include interpreting national directives or policies, developing strategies and processes for implementation of local policies, defining the administrative requirements, and/or providing advice to top management on related issues.
Responsible for the overall budgeting and financial management of the service, including budget formulation, presentation, and execution; financial management, financial reporting, adjustments or reprogramming of funds.
Manages procurement and contracting for the PMR Service, including preparing procurement requests, evaluating proposals for work, serving as the COR (Level 2) for procurement, and/or maintaining procurement and contracting records.
Works with the PMR leadership team to establish and implement both long and short-term plans, policies, and procedures, ensuring that the PMR Service provides high quality patient care with optimum utilization of facility resources.
Serves as the Lead ADPAC for PMR service. Is responsible for obtaining and monitoring staff access and applications to the VA information management system.
Other duties as assigned.
Work Schedule: Monday to Friday, 7:30a, - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: monitoring and evaluating performance requirements, initiating action on facility issues, performing budget and fiscal duties, contracting duties, safety and security, emergency management, and monitoring and coordinating of training activities. Personnel administration and management work, administrative/program planning work, procurement and contracting, direction and long-range planning. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. -OR,
Combination: Applicants may also combine education and experience to qualify at this level.
