The DASD(AI2) reports to the ASD(A) and supports the USD(A&S). DASD AI2 is responsible for analyzing and monitoring the health of Joint Mission in order to identify existing or emerging integration seams between fielded or fielding operational systems across the Military Services. Additionally, AI2 identifies opportunities for streamlining capability delivery through innovative acquisition approaches, while institutionalizing the lessons learned.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 of Title 5, U.S.C., USD (P&R) Memo "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23, 2023, Per 3, Covered Positions e. Incumbents typical work assignments may include the following: Lead the software cadre experts on a specific program engagement as they deliver a high-value shared outcome defined by the program team. Assign technical experts to specific areas of work and guide how they produce deliverables as they teach, coach, mentor, and train program team members. Engage with program teams to assess the progress of deliverables and the effectiveness of the software cadre in assisting the program team. Adjust technical work as needed to ensure cadre members fulfill the success criteria for the engagement. Assist program teams with expertise on software development, acquisition, and sustainment. Focus of program assignments may include, but will not be limited to advice and hands-on assistance with: Requirements, Acquisition strategy, Intellectual property strategy, Sustainment strategy, Modern software methodologies (e.g., Agile, DevSecOps), Financial analysis, cost estimation and software valuation, Contracting strategy, contract vehicles, and associated engagements with industry, Cybersecurity strategy, and other information technology considerations

Requirements

  • U.S. Citizenship is required
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see https://www.sss.gov/Home/Registration)
  • Total salary varies depending on location of position
  • May be required to successfully complete a probationary/trial period
  • Must be determined suitable for federal employment
  • Required to participate in the direct deposit program
  • This position is subject to pre-employment and random drug testing
  • Must obtain/maintain a Special Sensitive (Top Secret) security clearance
  • This position requires a Program Management Advanced acquisition certification. You will have 48 months to achieve this certification
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years
  • This position may require travel away from your normal duty station on military or commercial aircraft <10%
  • Overtime is NOT authorized for this position

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Serves as lead advisor and software developer through the acquisition and sustainment process to include software requirements through the design, construction, testing, maintenance, and configuration management. Presents briefings, concise written reports, and executive level correspondence for senior executives and non-technical audiences. Comprehension with software acquisition policy, oversight, and program management. Performs program and cross-program evaluations of an agency's software and IT development programs and practices. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.
