The Civil Rights Division (CRT or Division) is seeking an experienced attorney to serve as the Chief, Special Litigation Section.

Duties

As the Chief of the Special Litigation Section, the successful candidate: Provides overall executive oversight and general management of the Section's resources to achieve its mission. Provides a full range of technical and administrative supervisory duties and responsibilities, directly and through subordinate supervisors, to direct the Section's workforce; Ensures that the Section functions efficiently and effectively in its enforcing of the statutory provisions including, but not limited to the rights of people in prisons; juvenile detention facilities; healthcare facilities for persons with disabilities; the rights of individuals with disabilities; the rights of people who interact with state or local policy or sheriff's departments; the rights of youth involved in the juvenile system; the rights of people to have safe access to reproductive health care clinics; and the rights of people to practice their religion while confined to state and local institutions; Ensures the appropriate allocation of staff resources and oversight of personnel to develop and implement the Section's enforcement strategy; Initiates, directs, and reviews investigations, civil litigation, intervenes in litigation and appears as amicus curiae in litigation against state and local governments and others to protect and secure persons from patterns, practices and policies which violate constitutional and statutory rights; and Initiates civil litigation against state and local governments, intervenes in litigation and appears as amicus curiae in litigation against state and local governments and others responsible for the enforcement of constitutional and statutory protections of the rights of juveniles and persons with intellectual, physical, and mental health disabilities, and other unique civil rights issues. Overseas the development, recommendation, and execution of civil rights policy initiatives that fall within the purview of the Section. Consults and advises the Assistant Attorney General for the Civil Rights Division and other Department of Justice (DOJ) officials regarding issues in criminal justice policy and litigation, and the rights of people with disabilities. Leads, facilitates, and supports collaboration with DOJ components, advocacy groups, and the public on the Section's strategic initiatives. Performs other work as assigned.

Requirements

  • You must be a U.S. Citizen to qualify for this position.
  • You must provide responses to the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs) in the format specified in the “Qualifications” Section of this announcement.
  • You must complete a background investigation, to include pre-employment drug testing. Continued employment is contingent upon successful completion and adjudication of your background investigation and award of a Top-Secret security clearance.
  • You must have a Juris Doctorate degree from a law school accredited by the American Bar Association and be an active member in good standing of the bar of a state or territory of the US, the District of Columbia or the Commonwealth of Puerto Rico.
  • Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement.
  • Applicants seeking initial career appointment to the Senior Executive Service are subject to a one-year probationary period.
  • Veterans' preference is not applicable to the Senior Executive Service.
  • Selective Service - If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under the Selective Service Law.
  • A Public Financial Disclosure report (OGE-278) will be required upon entry into the SES and annually thereafter.

If any ECQ(s) exceed the two-page limit, you WILL NOT receive consideration for this position. You must address how you have demonstrated progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in this job announcement. Qualified candidates typically gain experience of this nature at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Mandatory Technical Qualifications: MTQ 1 - Demonstrated experience supervising the enforcement of federal civil rights statutes and regulations, including seeking or enforcing systemic relief, covering one or more of the following areas: 1) conditions at state or locally operated residential facilities; 2) the conduct of law enforcement officers; or 3) the rights of individuals with disabilities to receive services in their communities, rather than institutions. MTQ 2 - Demonstrated experience managing a complex organization, a diverse workforce (including lawyers, non-lawyer professionals, and support staff), and challenging organizational issues while enforcing the law. MTQ 3 - Demonstrated experience communicating effectively on complex legal and technical issues through oral and written communication, including the ability to advocate successfully with diverse stakeholders, external partners and individuals or groups having differing and often conflicting interests, on matters related to the successful execution of a large-scale organization's mission, programs and projects. Executive Core Qualifications: Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
