Duties
Performance Management & Total Rewards (PMTR) Branch
The PMTR Branch oversees and manages the full scope of agency benefits, federal retirement, compensation, work-life, reasonable accommodations and other programs as well as the agency's performance management programs and policies. The branch plays a key role in using a client-centric, data-driven, and solution-focused approach to management of employee benefits programs and enhancing and carrying out performance management processes. The PMTR staff supports and manages the agency's compensation program and provide analytical and customer-focused support to all areas of the Performance Management & Total Rewards Branch (PMTR).
Major Duties & Responsibilities
The HR Specialist (Performance Management) duties listed below are at the EL-13 level. Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty:

Requirements
- Status Candidates (Merit Promotion and VEOA Eligibles) and those eligible for other hiring authorities.
- SF 50's are required with the exception of current FHFA employees. Please include one showing tenure 1 or 2, and competitive status. You will not be considered without an SF-50 that indicates your competitive eligibility.
- Males born after 12-31-59 must be registered for Selective Service
- May be required to successfully complete a probationary period
- Only experience and education obtained by the closing date of this announcement will be considered.
- Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

You may qualify for your desired series and grade level if you meet the following qualification requirements:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-12: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.
Experience: I qualify for the EL/GS-12 because I have at least 52 weeks of specialized experience at the EL/GS-11 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include:
Responding to inquiries from managers and employees on an organization's performance management system and processes.
Delivering training and other information sessions to employees and managers on best practices related to performance management system or processes.
Developing reporting and analysis to inform management decisions related to performance management policy and practices.
Supporting the implementation or modification of performance management processes resulting from new policies or regulations.
Supporting a performance management information system, including troubleshooting and acting as administrator for such a system.

Responding to inquiries from senior level leaders, managers, and employees on an organization's performance management system and processes.
Developing and delivering training and other information sessions to employees and managers on best practices related to performance management system or processes.
Developing reporting and analysis to make recommendations to management on issues related to performance management policy and practices.
Supporting the implementation or modification of performance management processes resulting from new policies or regulations.
Supporting a performance management information system, including troubleshooting and acting as administrator for such a system.
Advising employees on issues related to one or more of the following subject matter areas: employee benefits, federal retirement programs, compensation, work-life programs, or reasonable accommodations.
Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement.
To be eligible for the EL-12 position, applicants must have served 52 weeks as an EL/GS-11 or higher in the Federal Service.
To be eligible for the EL-13 position, applicants must have served 52 weeks as an EL/GS-12 or higher in the Federal Service.
Certification: This position requires the incumbent to obtain and maintain a COR certification within 18 months of the date of appointment. Failure to obtain this certification may result in termination.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
