About the Position: As a Supervisory Security Guard, you will perform or supervise security guard functions, be responsible for enforcing or performing special security measures in a restricted or controlled facility; AND will protect property, records, material and equipment against damage, fire, theft and the possibility of sabotage and espionage. This position is located at HQ U.S. FORSCOM in Fort Liberty, North Carolina.
Duties
Serves as the Shift Supervisor for 8-12 Department of the Army armed security guards for the HQ FORSCOM Area of Responsibility (AOR)
in Fort Liberty, NC installation.
Manages the guard workforce on assigned shifts, establishes performance standards, and evaluates employees.
Guards federally owned or leased buildings and property, and protects Government equipment, material, and oversees designated access control points.
Protects personnel in and around the HQ FORSCOM AOR from criminal elements, sabotage, attempted espionage, or direct attack by enemy or terrorist inspired forces.
Plans, assigns, directs, and reviews the work of personnel engaged in protection of property and personnel from loss, damage, destruction or compromise within area of responsibility.
Initiates administrative requirements (i.e. letters, endorsements, memorandum, policy, regulations, general and special instructions, rosters,
assignment schedules, quarterly clothing monetary allowance roster/voucher, etc.).
Makes shift and functional assignments of guards based on difficulty and requirements of assignments according to the capabilities and qualifications of employees.
Reviews and updates general and special instructions, guard force operations procedures in response to new and changing physical security or
protective services requirements.
Prepares instructional material, plans, organizes and is responsible for the conduct of training programs.
Inspects vehicles, to include vehicle undercarriages, containers, personal property, and documents on commercial and government traffic; and prevents illegal entry, introduction of dangerous/prohibited items, and or theft of government property.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- A pre-employment and recurring background investigation that includes contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
- Must pass the initial Physical Ability Test (PAT) within 60 days of the hiring date and pass the annual PAT test.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the selectee to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.
- Must be able to obtain and maintain Individual Reliability Program (IRP) Certification for position suitability.
- Must wear the Security Guard uniform and maintain a high state of appearance and hygiene. This position requires the employee to use personal protective equipment provided by the employer.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Must undergo firearms testing on a semi-annual basis.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban (Lautenberg Amendment). This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
- Must meet annual training and recertification requirements.
- Must be able to successfully complete a locally structured security guard training program OR have successfully graduated from a U.S. Army Military Police School accredited academy.

Specialized Experience: One year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes overseeing security guard functions, managing the guard workforce and access control; Participating in or enforcing special security measures, and protecting property, records, material and equipment against damage, fire, theft and the possibility of sabotage and espionage; AND protecting property and personnel from loss, damage, destruction or compromise within area of responsibility, and ensuring the compliance of rules and regulations pertaining to security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08).
