Duties

Performance Management & Total Rewards (PMTR) Branch The PMTR Branch oversees and manages the full scope of agency benefits, federal retirement, compensation, work-life, reasonable accommodations and other programs as well as the agency's performance management programs and policies. The branch plays a key role in using a client-centric, data-driven, and solution-focused approach to management of employee benefits programs and enhancing and carrying out performance management processes. The PMTR staff supports and manages the agency's compensation program and provide analytical and customer-focused support to all areas of the Performance Management & Total Rewards Branch (PMTR). Major Duties & Responsibilities The HR Specialist (Benefits & Retirement) duties listed below are at the EL-13 level. Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty: Benefits & Retirement Management: Collaborate with OHRM leadership to support benchmarking and the continued redesign, evaluation, and improvement of FHFA-specific employee benefits programs to maintain comparability with peer agencies and competitiveness in the market. Counsel employees on benefits options, including the review of current benefits, eligibility for both Title 5 and FHFA-specific benefits programs, costs and enrollment information, and assist both newly hired employees and employees undergoing a qualifying life event in enrolling or updating their benefits. Provide federal retirement counseling to employees and process federal retirement forms. Manage open enrollment processes, communication, and education campaigns to ensure employees are well-informed about available benefits and enrollment procedures. Prepare reports and analyses of overall employee benefits usage; draw conclusions from available data about potential avenues to improve benefits usage or provide enhanced or modified offerings to better meet employee expectations. Regularly audit and reconcile benefits enrollments against staffing reports and implement corrective measures, as needed, to ensure accuracy. Educate employees on the Federal Benefits Open Season. As assigned, serve as Contracting Officer's Representative for certain FHFA-specific benefits programs and oversee cost management for specific benefits programs. Performance Management:

Requirements

  • Status Candidates (Merit Promotion and VEOA Eligibles) and those eligible for other hiring authorities.
  • SF 50's are required with the exception of current FHFA employees. Please include one showing tenure 1 or 2, and competitive status. You will not be considered without an SF-50 that indicates your competitive eligibility.
  • Males born after 12-31-59 must be registered for Selective Service
  • May be required to successfully complete a probationary period
  • Only experience and education obtained by the closing date of this announcement will be considered.
  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements: MINIMUM QUALIFICATIONS: Minimum Qualification EL-12: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-12 because I have at least 52 weeks of specialized experience at the EL/GS-11 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Administering Title V and agency-specific benefits programs, including serving as Contractor's Officer Representative for assigned benefits contracts. Counseling employees on a variety of complex benefit issues, including retirement, Federal Employee Health Benefits (FEHB), transportation, life insurance, or other related programs. Developing reporting analysis to inform management decisions related to benefits and retirement or related issues. Utilizing analytical software (Excel, PowerBI, Tableau, etc.) to develop analyses and reports on human resources subject matters. Minimum Qualification EL-13: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-13 because I have at least 52 weeks of specialized experience at the EL/GS-12 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Developing policies and practices to govern the administration of Title V and agency-specific benefits programs, including serving as Contractor's Officer Representative for assigned benefits contracts. Counseling employees on a variety of complex benefit issues, including retirement, Federal Employee Health Benefits (FEHB), transportation, life insurance, or other related programs. Developing reporting and analysis to make recommendations to management on issues related to benefits and retirement or related issues. Utilizing analytical software (Excel, PowerBI, Tableau, etc.) to develop analyses and reports on human resources subject matters. Advising employees on issues related to one or more of the following subject matter areas: work-life, performance management, reasonable accommodations, or compensation. Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the EL-12 position, applicants must have served 52 weeks as an EL/GS-11 or higher in the Federal Service. To be eligible for the EL-13 position, applicants must have served 52 weeks as an EL/GS-12 or higher in the Federal Service. Certification: This position requires the incumbent to obtain and maintain a COR certification within 18 months of the date of appointment. Failure to obtain this certification may result in termination. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
