The Department of Energy (DOE), Office of Inspector General is currently looking for a Deputy Assistant Inspector General for Investigations in the Office of Investigations. Join our professional team of auditors, criminal investigators, and inspectors who help support DOE's mission through performance and financial audits, inspections of management issues and administrative allegations, and investigations into alleged violations of law.

Duties

As the Deputy Assistant Inspector General for Investigations, you will: Manage, through subordinate officials, investigative activities relating to the promotion of economy and efficiency in the administration of, and the prevention or detection of fraud or abuse in, programs and operations of the Department. As necessary, direct the conduct of, or personally perform, complex and highly confidential criminal, civil and administrative investigations requested by the Inspector General, Secretary, Deputy Secretary, Under Secretary, and members of Congress. Oversee the Office of Investigations' law enforcement programs, including firearms, Law Enforcement Availability Pay, legal updates, defensive tactics training and related operations. Through subordinate staff, formulate, implement, and evaluate investigative policies for nationwide investigative activities conducted by the OIG and provide policy direction and guidance to subordinate managers. Provide technical leadership and direction to subordinate managers, as well as coaching and mentoring in areas of leading people, building coalitions, leading change, business acumen, and attainment of results. Oversee the Office of Investigations' law enforcement programs, including firearms, Law Enforcement Availability Pay, legal updates, defensive tactics training and related operations. Oversee the administrative aspects of investigative operations including budget execution, employee development, procurement, management information systems, performance management, recruitment and staffing, property and equipment, peer reviews, travel and various human resources matters. Establish and maintain effective relationships with a nationwide workforce and high-level individuals in government and private industry with respect to matters related to the promotion of economy and efficiency in the administration of, or the prevention and detection of fraud and abuse in, programs and operations administered or financed by the Department and identification and prosecution of participants in such. Review investigative activities and programs and determine what corrective measures, if any, are necessary for improving the quality, timeliness, and compliance with applicable standards. Make recommendations on corrective actions to the Assistant Inspector General for Investigations concerning fraud, internal control problems and other deficiencies.

  • Will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • The position requires a valid motor vehicle operator's license at the time of appointment and must maintain the license while employed in the position.
  • Incumbent may be subject to relocation to another geographic location based on the needs of the organization and mission requirements. A signed Mobility Agreement is required.
  • Incumbent must meet requirements for training and qualification with firearms.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed at the GS-15 level or a higher grade level equivalency. These qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. Applicants are required to submit a narrative statement for each of the five mandatory Executive Core Qualifications (ECQs) and each of the Mandatory Technical Qualifications (MTQs). Please ensure you submit a complete and detailed answer for each mandatory qualification.Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities.Executive Core Qualifications (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages. There are five ECQs: ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Expert ability to communicate investigative results to partners and major stakeholders such as Federal, State and local law enforcement agencies, prosecutors, regulatory agencies, Congress, the Department's most senior staff (i.e. the Secretary, Deputy Secretary, and Assistant Secretaries), the Government Accountability Office and the Office of Management and Budget. Expert knowledge of OIG programs and operations and their inter-operability to include investigative, audit, and inspection mission requirements. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
