DCSA's Background Investigations (BI) Investigations Threat Operations Group (ITOG) is seeking a Personnel Security Specialist with strong administration skills. The incumbent supports the multi-disciplinary fields of federal vetting operations, security, risk management, force protection, workplace violence, counterterrorism, law enforcement, and related subject matter areas as they pertain to federal background investigations and continuous vetting.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Specifically you will be evaluated on the following competencies:
1. Risk Management - Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
2. Communicate - (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.
3. Personnel Security - Apply personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes. Evaluate internal and external security clearance requests and ensures applicant's action are consistent with regulatory requirements. Analyze and report on clearance and appeals findings to senior security officials and makes appropriate notifications.
4. Operations Security - Analyze unclassified, sensitive, and critical information that could adversely effect the mission if revealed to those without an need to know. Advise on the protection of the unclassified, sensitive, and critical information.
5. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or providing quality products and services.
6. Information Management - Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems.
