This Supervisory Diagnostic Radiologic Technologist is located at the New Mexico VA Healthcare System in Albuquerque in the Radiology Service Diagnostic section under the general direction of the Chief Technologist and the Chief of Radiology Service. The incumbent assists, oversees, plans, and develops activities in the Diagnostic section's programs. This section includes the radiographic modalities of general diagnostic, fluoroscopic, bone density, mammography, and MRI modalities.

Duties

The Supervisory Diagnostic Radiologic Technologist position in the Diagnostic Section has the overall responsibility for the coordination and performance of the Diagnostic Section of the Radiology Service. The incumbent works closely with the technologists, radiologists, clinicians, and clerical staff to assure optimal and efficient coordination of activities, high quality diagnostic/therapeutic exam results, and patient satisfaction also performs, when necessary, as a fully functional diagnostic radiologic technologist at the journeyman level. Supports radiologist or other medical officers to produce radiographic studies used to diagnose medical conditions. Individuals in this assignment serves as a full assistant to a GS-12 Chief Radiologic Technologist and share full responsibility for managing the Radiologic Technology section, also performs as Acting Chief Technologist in absence of Chief Technologist. Duties include but are not limited to the following: Incumbent directly supervises subordinate Technologists within the service as assigned and evaluates and directs work performance of subordinates. Performs evaluation of employees under his/her supervision, i.e. competency reviews, performance appraisals. Coordinates the flow of patients through the radiology department working to ensure efficient assignment of work and maximum utilization of staff and radiographic equipment. Expedites the examinations of acutely ill patients by communicating and working with Radiology staff, nursing, and radiologists. Works with services, both within and outside the department and medical center, to meet their imaging needs in a safe and efficient manner. Directly supervises all subordinate Imaging staff in the absence of the Chief Technologist. Assigns work based on priorities, consideration of difficultly and requirements of assignment, and capabilities of employees. Evaluates contract technologists' work (when applicable) to ensure quality, safety, and standard compliance. Coordinates shift coverage and room rotations to ensure appropriate coverage and cross training. Makes decisions on work problems presented by supervisors, administrators, facility team leaders, similar personnel, and contractors. Provides advise, counsel, or instruction to employees on both clinical and administrative matters. Works with the EI/PACS team to facilitate appropriate image transmission and acquisition process to ensure that all radiographic images are appropriately transmitted into the PAC's system. Qualifications

The incumbent functions as section supervisor for a group of advanced DRTs at the GS-10 level and below, which may include support staff. The incumbent evaluates new products and equipment and makes recommendations to the supervisor concerning upgrades/new purchases that would improve operations. The incumbent develops and maintains protocol manuals for procedures performed in the section. The incumbent is responsible for implementation and adherence to all safety practices and policies for the section. The incumbent directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. The candidate must demonstrate all of the following technical KSAs: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. Credentialing Standards: Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field. Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).]. NOTE: Assignment to the clinical program director requires meeting JRCERT minimum education standard as noted in the assignment description. English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d). Grandfathering Provision: Grandfathering Provision. All persons employed in VHA as a DRT on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) DRTs that require a certification, may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. (2) DRTs that require a certification only at higher grade levels must meet the certification requirement before they can be promoted to those higher grade levels. (3) DRTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. 2 (4) DRTs initially grandfathered into this occupation, who subsequently obtain additional education and/or certification that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (5) Employees who are retained as a DRT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a DRT. Grade Determinations: In addition to meeting the basic requirements listed above, applicants must meet the grade requirements for SupervisoryGS-11 Diagnostic Radiologic Technologist. Experience. At least one (1) year of experience equivalent to the next lower grade level (GS-10) directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, [PACS technologist, clinical program director], or an assistant chief radiologic technologist. AND For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments: Demonstrate Knowledge, Skills, and Abilities (KSAs) - Must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity. Skill in problem solving and conflict resolution. Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound). Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions. Skill in participating in organizational facility initiatives, workgroups, and/or committees.] References: VA Handbook 5005/119, Former VA Handbook 5005/119, Part II, Appendix G25 Supervisory Diagnostic Radiologic Technologist. This assignment is restricted to employees serving as a full assistant chief to a GS-12 chief radiologic technologist. Individuals in this assignment share full responsibility for managing the radiologic technology section. Physical Requirements: Diagnostic Radiologic Technologist's work requires long periods of standing and walking up to 8 hours. There is repeated bending, pushing / pulling, reaching above shoulders, use of both hands (hands and fingers), twisting and carrying of moderately heavy articles weighing from 15-44 pounds such as multiple cassettes, grids, as well as wearing lead aprons. Movement of moderately heavy equipment is generally power assisted such as portable machines. Positioning of patients who are disabled may require considerable effort and working in awkward positions. Heavy lifting of incapacitated patients is done only with help of other employees and devices provided by the Radiology Section.
