This position is located in the Department of Homeland Security (DHS), Science and Technology (S&T) Directorate, Contract Management Branch within the Contract Acquisition Program Support Division (CAPS).
The primary purpose of this position is being responsible for day-to-day operations of this branch, representing this branch at external and internal meetings, and developing policy and operating procedures for the branch.
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Contracting Officer Representative, GS-0301-15, your typical work assignments may include:
Planning, organizing, and directing the activities of the Contract Management Branch, ensuring that day-to-day operations, collaboration, plans and policies comply with legal and regulatory requirements and meets customer needs.
Executing administrative, supervisory, and personnel management responsibilities over assigned
personnel, and exercises technical control over the work performed by contractor personnel
within the Branch.
Performing research, analytical, data acquisition, data analyses, and issues analyses assignments.
Providing guidance concerning the technical performance of the contract.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
1) Serving as the technical liaison between the contractor and the contracting officer and is responsible for ensuring satisfactory performance and timely delivery as set forth in the contract; 2) Coordinating flows and distributions of reports and documents among program managers, technical staff members, contractors, customers, and budget staff; 3) Providing reports and documentation for contract performance issues, projected procurements and contract changes, available funds, trends in costs, and similar matters.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
