You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Industrial Security Department of NAVAL SURFACE WARFARE CTR CORONA DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-9 and GS-10; the NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

Duties

You will serves as an interdisciplinary Security Specialist, with Subject Matter Expertise (SME) in one or more major Security programs. You will assist the Command Activity Security Manager (ASM) in all assigned duties. You will administer the major security program(s) for the command. Researches, interprets and provides guidance on security procedures and policies. You will develop and implement policies, procedures, training, and processes as mandated by governing policy, customer requirements or command mission. You will develop recommendations to ensure security incidents/violations are investigated and reported. You will conduct inspections, audits, and surveys, and drafts inspection reports. You will liaise with the Department(s) Assistant Active Security Managers (AASMs), Public Affairs Officer (PAO), Information System Security Manager (ISSM), Contracting Officer Representatives (CORs), and Facility Security Officers (FSOs). You will manage the security program's Management Internal Control (MIC) program. You will provide advice and guidance on Contract Security Classification Specification. You will develop Contract Security Classification Specifications (DD254) from contractual requirements identified in Performance Work Statements/Statements of work, collaborating with contracts specialist and technical points of contact. You will track all contracts through their life cycle. You will ensure violations are reported to Facility Security Officer and the Command Contracting Officer as appropriate. You will assist in managing the command's SETA, INFOSEC and PERSEC programs.

Requirements

  • You will be required to obtain and maintain a current Security Professional Educational Development (SPeD) certification within six months of assuming the position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

TO QUALIFY FOR THE NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Administering and managing security programs to develop and implement policies and procedures, conduct inspections and audits, and ensure compliance with regulations for the enhancement of a major security program. TO QUALIFY FOR THE NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-05 through GS-08 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting in administering security programs to support the implementation of policies and procedures, help with inspections and audits, and ensure compliance with regulations for the enhancement of a major security program. Education

TO QUALIFY FOR NT-04: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
  • LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.

TO QUALIFY FOR NT-03: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A master's or equivalent graduate degree; OR
  • Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
  • An LL.B. or J.D., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
