Located in the Bureau of Economic Growth, Energy and the Environment, Office of Global Partnerships (E/GP). Serves as a Senior Advisor with responsibility for providing expert advice in implementing established mission objectives and policies and provides substantive, operational, and highly sensitive support in the implementation of the Bureau responsibility relating to advance the Department’s top foreign policy priorities.
Duties
Provides expert advice and develops the strategic approach in coordinating E/GP’s overall policy and planning efforts.
Performs a wide range of special assignments and projects pertaining to the policy and planning portfolio.
Applies professional expertise to developing negotiating positions and strategies and leads negotiations with senior level Department and BP officials regarding the scope, sources, and offsets required for the budget cycles.
Determines which projects and activities should be initiated, suspended, curtailed, expanded, or emphasized and the staff and resources to devote to projects and activities undertaken.
Develops and maintains liaison with staff members of the Office of the Under Secretary for Management and the Office of the Legal Advisor.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience providing advice and program recommendation that fall within E/GP's portfolio.
Experience with the coordination, development, and implementation of E/GP's strategy for advancing its private-public partnerships.
Experience with Partnership Opportunities Delegations and E/GP's partnership training program.
Experience with the management of E/GP's budget and budget strategy.
There is no substitute of education for specialized experience for the GS-15 position.
