This position is located at Consumer Financial Protection BureauCHIEF DATA OFFICER. As a Statistician, you will be responsible for facilitating data-driven decision making by analyzing data and sources, developing data products, and providing statistical support to Bureau stakeholders. The incumbent is the primary technical resource supporting the Data Management Director and expertly produces responsive data products to meet stakeholder needs.
Duties
As a Statistician, you will:
Lead the development and execution of data products and services, including: Retrieving, organizing, compiling, and evaluating data from multiple electronic sources for use in data-centric projects, special studies, reports, visualizations, and stakeholder engagements. Applying advanced statistical programming and techniques to produce meaningful publications, tables, charts, dashboards, and other data assets, such as data dictionaries, codebooks, and methodology documentation. Working with a diverse internal and external customer base, including technical and non-technical stakeholders, to define and scope data requirements and develop specifications for product creation and delivery. Preparing clear written summaries of methodologies, definitions, and data products and orally presenting results in plain language to executives, managers, and other stakeholders.
Serve as the primary OCDO point of contact for the development, application, and review of statistical programming, consulting, sampling protocol, inference, and disclosure avoidance techniques.
Responsible for the development of statistical techniques for forecasting, trend analysis, and imputation of data for purposes of data product creation.
Develop novel statistical methods to address workforce, procurement, finance, and mission-related data analyses.
Qualifications
You must meet the following requirements by the announcement's closing date.
For the CN-60 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-53 grade level in the Federal service. (For qualification purposes, the CN-53 is broadly equivalent to the GS-13). Specialized experience for this position includes:
- Leading and/or designing broad statistical studies, applying statistical techniques and developing research methodology to conduct statistical analyses of program data; AND
- Presenting technical information related to statistical and research projects to provide analyses, guidance, and/or recommendations to stakeholders and organizational leaders; AND
- Coding in various programming languages (i.e. SAS, Python, R, Stata, or SPSS) to support various phases of data science projects; AND
- Utilizing tools for data visualization (graphs, tables, charts, etc.,) and end-user business intelligence
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
