You will serve as a INDUSTRIAL HYGIENIST in NMRTC NEW ENGLAND RI. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

Duties

You will plan and conduct complete evaluations of work operations involving potentially hazardous environmental conditions, analyzes findings, and recommends corrective measures and controls. You will evaluate the need for quantitative assessment of air contamination, noise and other physical stressors as well as the quantitative assessment of ventilation systems. You will review plans, when requested, for new construction and alterations of existing facilities at the installations included in the Industrial Hygiene Program. You will document shops, processes, Similar Exposure Groups (SEG), and samples in the DoD designated DOEHRS-IH database. You will participate in educational programs designed to inform representatives of agencies served by the program and employees of applicable legislation, latest techniques and general occupational health.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience applying industrial hygiene concepts, principles and practices, to plan and carry out all industrial hygiene programs for Navy and Marine Corps activities for a wide variety of industrial sites and research laboratories. - Experience recognizing and evaluating occupational health hazards. - Experience devising a variety of control measures, including ventilation, shielding, material substitution, change in work procedures, isolation, education, personal protective devices. - Experience evaluating proposed new work processes, materials and/or recommend measures to minimize health hazards. - Experience preparing technical reports of studies, surveys, investigations and after laboratory sample analysis. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience applying industrial hygiene concepts, principles and practices, to plan and carry out all industrial hygiene programs for Navy and Marine Corps activities for a wide variety of industrial sites and research laboratories. - Experience recognizing and evaluating occupational health hazards. - Experience devising a variety of control measures, including ventilation, shielding, material substitution, change in work procedures, isolation, education, personal protective devices. - Experience evaluating proposed new work processes, materials and/or recommend measures to minimize health hazards. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

Basic Requirements for Industrial Hygienist: The education must be accredited by an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Applicants must meet one of the following requirements:

  • A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or
  • A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or
  • Certification from the American Board of Industrial Hygiene(external link) (ABIH).

Courses in the history or teaching of chemistry are not acceptable.


This position allows for substitution of education or has an education requirement:

GS-11:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
GS-09:
  • 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree
