You will serve as an INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) in the INFORMATION SYSTEMS DEPARTMENT N6 of NAVINFOWARDEVCEN NORFOLK.

Duties

You will be responsible for configuration and operation of new technology. You will provide continuous monitoring of activities such as security impact analysis, routine vulnerability scanning and analysis, security alert reviews and tracking. You will perform systems checks and security measures. You will plan and conduct security assessments and recommend new or revised measures. You will review IT security procedures and recommend improvements. You will document computer security and emergency measure policies, procedures, and tests.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 461 level INTERMEDIATE within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The incumbent of the position is required to maintained qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2
  • The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239
  • An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.

Qualifications

To qualify for the INFORMATION TECHNOLOGY SPECIALIST (INFOSEC), GS-2210-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience as a Network Security Engineer and should be a client-focused expert in information systems/network security with a technical background in network operations and knowledge of leading edge intrusion detection/prevention technologies: Experience configuring and operating new technologies in addition to reporting security incidents detected by the new technology; Experience working closely with IT infrastructure and applications teams to ensure processes and solutions meet and/or exceed security and certification requirements; Experience providing continuous monitoring of activities (e.g. security impact analyses, routine vulnerability scanning and analysis, security alert reviews and tracking, security documentation (e.g. policies, procedures, security plan, risk assessments, etc.), to detect or respond to patterns of network intrusions, etc; Experience working with the US Government Intelligence Community detecting and reporting sophisticated and persistent network threat entities; AND Experience incorporating classified and unclassified threat information and indicators to detect and respond to patterns of network intrusion activity against customer networks. AND the following four competencies 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: identifies cyberspace capabilities shortfalls, providing leadership with proposed recommendations on how to resolve the gaps and risks. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provides technical expertise to assess the performance of IT assets supporting command operations to include network performance. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Attends and makes substantive contributions to discussions and documentation during exercise meetings, conferences, and workgroups relating to cyberspace mission. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Interprets and presents IT/Cyber security analytical findings to senior leadership and recommends optimized courses of action in accordance with policies and regulations.
