The primary purpose of this position is to serve as an Information Technology Specialist to monitor the Local and Wide Area Network, including the planning, analysis, acquisition, design, quality assurance, configuration, installation, integration, maintenance testing, software management, operational integrity, and/or management of networked systems for the transmission.

Duties

Administers information systems, monitors ongoing operation of installed systems to ensure hardware and software are functioning properly and that operational standards are met. Serves as project officer for recommending selection of and installing new computer systems and software and maintaining all computer systems. Administers the COMPUSEC Program and protects Information Technology (IT) assets against unauthorized, accidental, or deliberate modification, disclosure, and destruction of data. Provides training and assistance to customers.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE FOR CURRENT/ PREVIOUS FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes; Extensive knowledge of computer equipment, internal computer processes, application and utility programs, and magnetic media, and knowledge of a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved. SPECIALIZED EXPERIENCE FOR APPLICANTS WITH NO PREVIOUS FEDERAL EMPLOYMENT: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of special experience includes; Extensive knowledge of computer equipment, internal computer processes, application and utility programs, and magnetic media, and knowledge of a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of IT principles, concepts, practices, products, and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security protocols and procedures. Knowledge of computer hardware and software systems and their interfaces; and higher level programming languages comparable to COBOL and FORTRAN and other job control languages. Knowledge of data content and output options for a variety of administrative, scientific and/or technical program applications that are processed on any of several multi-program operating systems. Ability to use and maintain a computer system, equipment, and software; analyze computer network, software, and hardware problems and develop effective and economical solutions; and train users on new computer systems. Knowledge of network architecture, protocols and security requirements, configuration requirements typically found at base level. Ability to gather facts, use effective analytical and evaluative methods to assess information, plan sequence of actions and make sound decision to solve a variety of network, hardware, and software problems; and to evaluate problems and perform corrective actions in a timely manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
