This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. The incumbent is also tasked with determining allocation of resources (financial, human, material, and/or informational) based on patient care systems that produce high quality outcomes. The incumbent is responsible for the clinic utilization and clinic profiles to ensure Veteran access to services ensuring that clinic utilization is at a minimum of 85%. The incumbent provides technical and administrative supervision to all staff within the section. The incumbent plans work operations and makes changes in the organization or scheduling of work within allowable costs and established policies to meet program goals, objectives, and priorities. The incumbent is responsible for developing performance standards, writing job descriptions, evaluating work performance, counseling employees whose performance or conduct is marginal or unsatisfactory, and initiating or recommending performance-based or conduct-based actions when necessary. The incumbent makes recommendations for hiring, promotion, awards, and other personnel actions; recommends training; approves leave; and supports and implements established EEO policies and programs. The incumbent establishes and maintains relationships with all levels of the medical center personnel and relate effectively with customers, families, and the community as well as program and Service leaders at the local and Network levels. Responsibilities include development and implementation of PCMHI programs, policies, and procedures; oversight of administrative and programmatic resources; and monitoring of outcomes using a data-driven quality assurance process of a program that delivers specialized, complex, highly professional services that are important program components of the Medical Center and significantly affect the health care provided to veterans. Clinical Responsibilities (70%): The program coordinator will oversee the referral and patient flow processes from the PCMHI team and PACT to the Outpatient Mental Health Clinic at each respective CBOC. The incumbent will be responsible for answering consults, conducting intakes and assessment procedures, and referring veterans to other specialty programs or General Mental Health staff for appropriate services. The incumbent will implement evidence-based individual and group recovery services in conjunction with the PCMHI, TRP, STARS and Outpatient Mental Health teams. The incumbent is responsible for monitoring recovery outcomes. The incumbent has a thorough knowledge of patient medical records and is able to retrieve pertinent information from multiple sources/packages for case review (e.g., CPRS, VistA, etc.). The incumbent has a functional knowledge of VERA reimbursement model, Decision Support System (DSS), VSSC/KLF and Centers for Medicare/Medicaid Services (CMS) and InterQual Criteria. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to SW Licensure Summary by State. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-13 (1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
