The position functions as an Administrative Officer to the Chief, Physical Medicine and Rehabilitation Service (PM&RS), at the Western Colorado Health Care System, which includes the following departments: Occupational Therapy, Physical Therapy, Audiology, Speech Language Pathology, Recreation Therapy, Chiropractic, Orthotics & Prosthetics and Physiatry.
Duties
Major duties include but are not limited to:
Responsible for the administrative operations of the Physical Medicine and Rehabilitation Service. The position reports to the Chief of PM&RS. The Administrative Officer is a member of the Core Leadership team and is responsible for financial planning and financial management, organization, development, direction, and evaluation of the Services.
Aids staff in administrative matters relating to ongoing, daily successful operation of the Services in a rural health care system.
The Administrative officer is a main contact for Human Resources related issues, to include personnel actions such as hiring, promotions, terminations, extensions, and payroll issues for Title 5 and Title 38 positions.
The Administrative Officer plays a 25% central role in developing and coordinating internal review systems to assure that PM&RS activities follow agency and accrediting/regulatory requirements.
Assists managers and staff in projecting staffing needs, special leave requests, and other employee and labor relations issues within PM&RS, with final authority resting with the Chief.
Reviews, analyzes and interprets incoming/outgoing correspondence for determination of accuracy of information, proper composition, proper format and whether such correspondence conforms to current VA policies, instructions, regulations as well as the viewpoint of the Chief and other management.
Develops the need for and maintains an awareness of available resources and makes recommendations to PM&RS management regarding needs, distribution, or redistribution of these resources.
Authorized to be approving official for supply orders, supplies, services, and equipment. Reviews orders to verify their need and ensures that each section receives the appropriate share of available funds and operates within the authorized budget.
Responsible for all PM&RS fund control points, gathers and analyzes budget needs and initiates all phases of budgeting within administrative requirements.
Manages procurement and contracting for the organization. Serves as primary Contracting Officer Representative (COR) for all PM&RS contracts. Required to attend quarterly meetings with the Contracting officer (CO) to review mandatory reporting requirements, conduct fiscal audits, review potential adjustments and funding justifications.
Develops both long and short-range policies and plans for the service by coordinating the administrative needs of the organization for which accountable.
Plans and supports committees and data collection and reporting for Strategic Objectives and Performance Improvement programs.
Defines the goal to be met, will envision alternative policies, recommends a course of action, and implements the alternative chosen.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00am-4:30pm, Monday-Friday

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 you must have serviced 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting in strategic planning, creating, and maintaining statistical data for decision making purposes, developing, and monitoring cost-effective programs, developing policies as appropriate and developing methods and tools evaluate program activities and effectiveness.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D..

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration, knowledge of pertinent laws, regulations, policies, and precedents which affect administrative operations, a knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Skill in conducting detailed analyses of complex functions and work processes as well as interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.
