This position is located in the Supply Chain Management Service at the Grand Junction Medical Center for the Department of Veterans Affairs. The Administrative Officer (AO) performs duties and special function in planning, organizing, guiding and coordinating a clinical and administrative program. The AO develops and recommends administrative policy affecting employees that ultimately impacts services provided to the Veteran population.
Duties
Major duties include but are not limited to:
Authorized to make decisions and sign documents required for administrative management of the Service. Meets with top management regarding administrative matters on behalf of the Service Chief and Section Chiefs.
Oversees a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms management, and timesheets.
Directs administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately.
Develops information papers and correspondence on wide variety of administrative functions. Assures that all the Medical Service Memorandums and procedures are current and applicable, including annual safety plans and review, infectious Control Plans, and Medical Center Memorandums and Standard Operating Procedures (SOPs).
Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy.
Contacts the originating office to recommend changes, etc. before documents are forwarded to higher levels.
Articulates the reasons for changes to Directors and senior staff in order to facilitate timely and accurate revision.
Implements administrative policies and procedures for facility-wide areas of responsibility. Proposes improvements to administrative directives and policies.
Analyzes management plans to determine the impact on administrative processes.
Automated Data Processing Application Coordination/Education.
Assures that all employees are advised concerning information management security. Is familiar with all computer programs, software and applications used within Primary Care Service Line including, VistA, CPRS, GEMs, word processing, spreadsheets, charts and graphs, calendars, and Email.
Data Collection, Analysis and Interpretation.
Administrative Officer gathers data and performs analysis and interprets policy and procedural information in order to give advice and guidance and make decisions or recommendations on management t and technical issues involving personnel, resources and /or systems.
The incumbent is responsible for knowledge in tracking, trending and analyzing administrative processes, methods, techniques, to evaluate issues concerning efficiency and effectiveness of service administration.
Quality Assurance
AO is responsible for assuring the Supply Chain Management Service develops a comprehensive contingency plan and is responsible for monitoring program staff compliance of the plan.
Develops resource guidance for long and short term planning and continuously monitors the utilization of resources necessary to accomplish program goals and objectives; designs and conducts utilization review and practice profile studies; responsible for coordination and monitoring of the FPPE/OPPE process for all Providers within the medical service; assures accuracy and appropriateness of data submitted to the Decision Support System. (DSS) information to evaluate efficiency.
Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas. Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines. Exercises human resources responsibility by initiating requests for recruitment, identifies and track training needs.
Employs sound and effective communication and interpersonal skills for foster teamwork and employee morale and to facilitate problem and conflict resolution.
Works effectively in an intricate and complex management matrix balancing the needs and expectations of a large staff representing many disciplines with widely diverse levels of training, education, and experience.
Supports Service Chief with monitoring and advising on all fund control point expenditures for the Service Line.
Work Schedule: 8:00am-4:30pm, Monday-Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 you must have serviced 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Overseeing administrative programs, developing written correspondence, providing input on long-term and short-term planning for medical unit, processing recruitment requests, monitoring unit fund control points, maintaining and updating training records, gathers and enters data into software systems.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D..
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Overseeing administrative programs, Developing information papers, Developing long-term and short-term planning for medical unit, advising management on human resource recruitment needs, monitoring unit fund control points, auditing and reviewing administrative work, performs analysis on data, provides input on policy updates.
