About the Position: You will function as a Safety and Occupational Health Specialist with the Army Corps of Engineers, Nashville Integrated Project, located in Grand Rivers, Kentucky. Providing consultation and expert advice to field office construction managers on safety and occupational health requirements, standards, and procedures.
Duties
Assist field office construction managers in planning and managing a comprehensive safety and occupational health program to eliminate or control the risk of injury.
Inspect all construction project sites as required for compliance with the stricter of the two regulations, EM 385-1-1 and OSHA 1926 Construction.
Provide support in implementing the medical surveillance program, the hearing conservation program, and the respiratory protection program for construction field offices.
Visit project sites looking for unhealthy conditions, unsafe noise levels, problems where respiratory equipment would be required and potential problems with toxic chemicals exist.
Investigate and provide written report on mishaps involving injury to contractor personnel or damage to machinery, tools, materials or equipment.
Develop and provide technical safety training to Construction field office personnel using a wide variety of materials, publications, exhibits, protective devices, and visual aids.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess and maintain a valid state-issued motor vehicle driver's license.
- Duty requires up to 15% travel time.
- May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

To qualify at the GS-07 grade level, you must have:
Specialized Experience: One year of specialized experience which includes administering safety awareness program; update safety and
occupational health procedures and policies; provide safety and occupational health training; conduct follow-up for accidents of a recurring nature to identify trends and specific areas in need of extensive study. The OPM Qualification Standard provides the following examples: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Education: One full academic year of graduate-level education with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene).
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene) OR degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
