The primary purpose of this position is to provide expertise on system operations, personnel applications, & programs to improve civilian personnel work methods & guidance to Air Force Personnel functional process owners in developing, defining, documenting, & defending requirements & performance characteristics for development, fielding & sustainment.
Duties
Serves as Air Force Civilian Systems Requirements Specialist for Civilian Human Resources Information systems in a designated personnel functional area such as Staffing, Classification, Employee Management Relations, Labor Management Relations, and Employee Benefits.
Facilitates, or serves as expert representative to OPM, DoD, and AF workshops, In-Process Teams (IPTs), and reengineering studies as related to Human Resources Information Systems.
Develops and finalizes functional documentation required to validate the need for business process changes in support of Civilian Human Resources Information Systems.
Prepares correspondence and briefings as related to Civilian Human Resources Information Systems.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0201 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of advanced personnel principles, concepts, methods, and practices; process reengineering concepts; and personnel information systems concepts and methods to develop approaches to interpret and implement policies, procedures, and innovations governing the planning and delivery of unique systems requirements/enhancements that interface or complement Civilian Human Resources Information Systems. The ability and knowledge to serve as expert for personnel information systems on process reengineering teams, requirements analysis teams, or implementation and conversion teams; and develop strategic plans for the development, enhancement, maintenance, and future development of Civilian Human Resources information systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert technical knowledge of, and skill in apply, advanced Air Force personnel principles, concepts, methods, and practices; reengineering concepts; and DoD and AF Civilian Human Resources Management information systems concepts and methods and their interrelationships.
2. Expert knowledge of the theories, principles, practices, and techniques of personnel systems administration and overall knowledge of the objectives, principles, and procedures of Civilian Human Resource Management.
3. Sound understanding of Civilian Human Resource data systems including available software, equipment configurations, and products under development and existing Civilian Human Resources systems.
4. Ability to apply sound computer and Civilian Human Resource knowledge to situations requiring cause and effect analysis; also possess the capability to communicate effectively, both orally and in writing.
5. Ability to plan and carry out work independently; and possess the capacity to work and maintain effective relationships with others.
6. High degree of analytical ability to effectively analyze changes in legislation and policies to determine impact on existing Civilian Human Resource functions, processes, and actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
