Position is in the U.S. Dept. of Transportation, Off. of the Secretary, Off. of Hearings. Incumbent serves as Attorney-Advisor (AA) to Chief U.S. Administrative Law Judge (CALJ) for the Off. of Hearings (OH), and to other U.S. Administrative Law Judges (ALJs), providing expert legal research, fact and law analysis, recommendations, writing & Blue-book editing, & management in complex, difficult, & potentially precedential cases formally adjudicated under the Administrative Procedure Act (APA).

Qualifications

To qualify, your experience should include experience and education equal or equivalent to the following: A law degree from an accredited law school with an LL.B., J.D., or equivalent bar membership in good standing in a state or territory of the United States or the District of Columbia or Commonwealth of Puerto Rico, and either three years of professional attorney experience OR one year of professional attorney experience and a second professional law degree (LL.M) which requires one full year of graduate study. OR  A law degree from an accredited law school with an LL.B., J.D., or equivalent, bar membership in good standing in a state or territory of the United States or the District of Columbia or Commonwealth of Puerto Rico, AND at least three (3) years professional legal work experience of a progressively responsible nature. In addition to meeting the education and specialized experience requirements, you must meet the following Selective Factors: You must have civil litigation experience. You must have legal research, writing and blue-book editing experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Federal and Administrative Law – Expert knowledge of Federal civil litigation and agency administrative adjudication process and laws, including procedures, regulations, guidelines, and precedents related to civil case preparation, litigation (all phases) and appeals. Interpersonal Skills - Treats others with courtesy, sensitivity, and respect. Considers and responds appropriately to the needs and feelings of different people in different situations. Legal, Government, and Jurisprudence - Expert knowledge, research and writing skills addressing laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process. Oral Communication  -Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Research and Written Communications – Research, analyzes, writes and Blue-book edits all legal and other communication work in a clear, concise, organized, and convincing manner for the intended audience, with little need for oversight or correction. Education

MANDATORY EDUCATION REQUIREMENTS:

In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.
