You will serve as a Division Head and senior visual information specialist at the Office of Naval Intelligence, Mission Support, Multi-media Service and will be responsible for the supervision and oversight of a staff that develop specific graphics, layout, design and finished products and services for intelligence, educational, instructional, and informational program objectives. This position is located in Suitland, MD in the OFFICE OF NAVAL INTELLIGENCE.

Duties

You will represent the design/products operations division with counterparts concerning the planning and development of existing or new program technologies, techniques, methods, and procedures related to visual information production objectives. You will conduct process reviews to determine the efficiency and effectiveness of existing processes and recommend changes in order to be more responsive to customer needs, more efficient to operate, and/or significantly more effective in results. You will develop performance plans, complete performance evaluation, hire/select candidates for subordinate positions; hear and resolve employee complaints; take appropriate disciplinary measures; and provide employee counseling. You will identify development and training needs of the employees and provide or arrange for training and development. You will schedule weekly meetings, training and working hours in connection with production volume and represent the division at command, directorate and department level meetings and events. You will serve as a liaison with other federal agency visual information facilities to discuss multimedia products prepared by other government agencies or other elements to determine creative and technical accuracy and interpretation of information.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The incumbent may be required to work after hours or weekends to support last minute priority production requirements.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Participating and planning the coordination of the visual information and dissemination of visual information products operations in accordance with organizational standards; 2) Directing and overseeing the development of visual and finished multimedia products while leading teams in the creation and production of print, display, web-based interactive type products using multimedia creation software and hardware; 3) Overseeing, planning, directing and administering the work of the division and delegating and distributing the work to fully utilize the experience and capabilities of the staff; 4) Evaluating and executing the Multimedia division's budget, while overseeing supply usage and fiscal responsibilities.
