This position is a Lead Training Specialist, GS- 1712-13, working in Shepherdstown, WV, for the R9-National Conservation Training Center, Division of Training.
Duties
As a Lead Training Specialist your duties will include but are not limited to the following:
Lead a team in managing the Service's conservation leadership training curricula. Work with team members and subject matter experts in planning, developing, monitoring, and evaluating training to ensure that training programs and curricula are accurately focused and meet identified objectives in support of Departmental and Service direction, policies, and regulations.
Determine the need for, organize, and lead task groups to identify and develop training and work experience programs to meet specific training needs and programmatic requirements. Identify the level and type of task group participants, develops meeting objectives and agendas, and facilitates group activities.
Serve as the NCTC representative in the task groups and assures compatibility with other NCTC, Service, Departmental, and federal government policies and training programs. Articulate and communicate with the team regarding assignments and projects, deadlines, and time frames. Participate in the instructional design process including needs analysis, task inventory, development of course and instructional objectives, course outlines, lesson plans, course notebooks, instructor selection and training, agenda building, evaluation of instructors, evaluation of course content, and updating courses and materials based on participants' feedback.
Monitor curricula to ensure technical accuracy and professional excellence. Monitor rules, regulations, and policies related to the curricula and determines when and what updates should be made to the curricula and course materials. Provide guidance on policies, regulations, procedures, training methodology and platform, and subject matter content to course leaders and instructors.
Lead a diverse team of training specialists in the design, development, implementation, management, and assessment of conservation leadership and employee development curricula. Work with team members to develop schedules, budget data, and other material needed to incorporate training curricula into the Branch's annual work plan and operating budget. Consider quality and cost of instruction from internal versus external sources, make recommendations, and prepare procurement documents for instructional services. Keep team up-to-date on budget status and work accomplishments. Work with team members to identify, distribute, and balance the workload and tasks among team members in accordance with established work flow, skill level, and/or occupational specialization; makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks.

Qualifications
Only experience and education obtained by 08/13/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Undergraduate or graduate education with a major study in education or a subject area related to the position to be filled. OR
Experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying experience include: teaching or instructing an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc., and evaluating training results; working in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Minimum Qualification [GS-13]
One year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service. Qualifying experience may include: (1) designing, developing, and delivering professional development training; (2) leading a team to improve the workplace culture or function of a team; (3) collaborating with team members, subject matter experts, partners, and/or other stakeholders to achieve program goals; (4) fostering a diverse, equitable, and inclusive work environment; (5) creating leadership curriculum and/or teaching leadership skills, or supervising and/or teaching supervisory skills.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.
Note: You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).

Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
