This position is a Training Specialist, GS- 1712-11/12 working in Shepherdstown, West Virginia for the R9-National Conservation Training Center. Duties

As a Training Specialist your duties will include, but are not limited to, the following: Coordinates, delivers and evaluates training programs to meet Service-wide collaborative conservation and Tribal Relations and Policy training needs; Serves as a course leader or instructor for selected residential and/or online courses or course sessions related to Tribal Relations and Policy and conservation social science; Plans, organizes, schedules, and coordinates the work of course instructors; Recruits high quality instructors, provides assignments, specifies timelines, reviews training materials, evaluates instructor and course effectiveness and recommends appropriate changes to instructional methods and course content based on training objectives; Prepares and develops course content and format; and Coordinates course logistics, such as evaluates and selects off-site training locations and arranges for their use; prepares specifications, evaluates proposals, and administers contracts for services and purchases; assists in preparing course notebooks, instructional materials, and providing audio/visual support.

Qualifications

Only experience and education obtained by 03/12/2024 will be considered. In order to qualify for this position you must possess both the Individual Occupational Requirement and Minimum Qualification. Individual Occupational Requirement: Possess Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. (Note: Copies of college transcripts are required to support educational claims.); OR Possess experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: (1) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); (2) Supervising or administering a training program; (3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results; or (4) Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. NOTE: Your resume must contain sufficient information in these areas to be found qualified. Minimum Qualification [GS-11] One year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: (1) advising on or providing education or training services in formal education or training programs; (2) evaluating course material or program effectiveness; and (3) delivering training curricula in a variety of areas to include Tribal Relations, Tribal Policy, or conservation social science. NOTE: Your resume must contain sufficient information in these areas to be found qualified; OR Possess a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., that demonstrates the knowledge, skills, and abilities necessary to do the work. Note: You must provide transcripts to support this answer; OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Minimum Qualification [GS-12] Possess one year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: (1) developing training learning objectives and course content and format; (2) recommending appropriate changes to instructional methods and course content to maintain technical accuracy and validity; (3) familiarity with adult learning strategies, principles and methods used in training and education; and (4) developing and delivering training curricula in a variety of areas to include Tribal Relations, Tribal Policy, or conservation social science. NOTE: Your resume must contain sufficient information in these areas to be found qualified. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
