The primary purpose of this position is to serve as a project leader/process improvement specialist responsible for providing project leadership and technical support for the overall Continuous Process Improvement (CPI) initiative at the 96 Civil Engineer Group level. .
Duties
As the recognized technical authority in Civil Engineer Continuous Process Improvement (CPI), advises on CPI implementation and sustainment.
Serves as the project leader responsible for leading complex projects, often cutting across organizational/activity lines.
Compiles, organizes, and analyzes data/information to find solutions to problems requiring the use of a broad range of established research methods and techniques.
Represents the Civil Engineer Group at a variety of functional area organizations.

- Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer and mentor is desired.
- The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: Knowledge and skill in applying CPI analytical and evaluative methods and techniques for complex issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, instructions, policies, and precedents which affect the use of program and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of installation and organizational structures and their supporting elements, programs, missions, policies, and goals.
2. Knowledge of process improvement techniques such as CPI qualitative and quantitative methods for process improvement projects.
3. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI.
4. Skill to develop innovative and feasible solutions to complex issues.
5. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across the civil engineer organization to present and recommend solutions in a logical, cohesive format.
6. Ability to plan and organize work, and confer with co-workers effectively.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
