This position is located in the Bureau of South and Central Asian Affairs, Office of the Coordinator for Afghan Relocation Efforts (CARE). The incumbent serves as a Senior Advisor to the Deputy Coordinator on policy and relocation operational concerns critical to CARE operations.
Duties
Advises on concepts and perspectives for the understanding and resolution of relocation/resettlement foreign policy considerations; strategic process, and program frameworks for all phases of Case Management and Contact Center operations.
Develops innovative approaches to improve planning, coordination, operational policies and procedures in the areas of transportation services for movement of individuals and cargo material to meet CARE objectives and operational effectiveness.
Coordinates extensively with interagency partners such as Department of Defense (DoD), Department of Justice, and U.S. Customs and
Border Protection to ensure compliance with rules and regulations, vetting, and immigration policies.
Participates and/or leads interagency working groups/ meetings addressing safety, security, and relocation of vulnerable Afghan populations,
relocation program policies, and program management approaches.
Prepares position papers and delivers study results to CARE leadership officials in writing and verbally, in meetings and formal briefings.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience utilizing knowledge of history, politics, and of native cultures in the South and Central Asian regions, to provide policy and/or program advice and guidance.
Experience applying knowledge of administrative laws, policies, regulations, and precedents in order to manage programs and/or projects.
There is no substitute of education for specialized experience for the GS-15 position.
