THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a MOBILIZATION READINESS OFFICER (TITLE 32), Position Description Number D2221000 and is part of the NC G3, National Guard (JFHQNC-G3 Mob /Manning Document 1423-410).
Duties
As a MOBILIZATION AND READINESS OFFICER, GS-0301-12, you will serve as the primary staff officer for the formulation of plans and policies and the programming and budgeting data pertaining to unit readiness, mobilization, deployment, and force integration programs; provide oversight of military mobilization and deployment requirements that require interface with various military services and their components; formulate mobilization plans and procedures, unit notification and implementation; conduct parallel planning with Joint Staff, Headquarters, Department of the Army (HQDA), National Guard Bureau (NGB), US Army Forces Command (FORSCOM), Mobilization stations and other state JFHQs; initiate, plans, coordinates, and facilitates Readiness Councils (TAG level) and Readiness Improvement Committees (action officer level) at primary and secondary levels within the state Joint Staff in order to analyze and identify problems for implementing short and long term solutions to readiness issues; review and analyzes changing policies and regulations, interprets mobilization/deployment requirements of complex, multiple on-going world-wide contingencies, operations, and various mobilization station procedures; identify and tasks state mobilization liaison team for interface with installation and Medical Command counterparts; plan, coordinate and carry out unit demobilization, reconstitution of units, individual Soldiers' return from active duty and the reintegration of equipment from port to the demobilization station to home station; participate within the Organization Inspection Program (OIP) at the state JFHQ to identify indicators that have direct impact on the readiness of a unit and its ability to mobilize and deploy; coordinate force structure and force modernization with outside agencies such as selected military components, federal, tribal, state and local government, NGB, HQDA, FORSCOM and numerous others; supervise personnel assigned to the Mobilization Readiness Branch. Plans, organizes, and directs activities of employees, ensuring the advice and assistance provided complies with legal and regulatory requirements; exercise supervisory personnel management responsibilities; advise and provides counsel to employees regarding policies, procedures, and directives of management.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications
Military Grades: Officer (CPT to LTC)
Minimum Requirements: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
Specialized Experience: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Education: Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
