This position is located in the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Northeast Area, Henry A. Wallace Beltsville Agricultural Research Center (the Location), Office of the Center Director in Beltsville, MD. In this position, you will serve as a Compliance Manager for BARC under the supervision of the Center Director's Office as an expert in safety and environmental compliance.

Duties

Plans, develops, and manages a diverse and comprehensive program of research compliance that monitors the design and conduct of basic laboratory and animal and cropping studies in terms of adherence to regulatory and policy requirements. Develops BARC policies and guidelines related to occupational health and safety to conduct research in laboratories and with farming, both animal and crops as well as in facilities operations and maintenance Develops comprehensive training programs for staff to address the practical applications of regulations, policies and guidelines relevant to research studies, farming and facilities' tasks and their associated hazards. Advises personnel on safety and health aspects of new facility construction, renovations and modifications to existing facilities to promote worker protection, proper waste disposal, and safety equipment specifications. Leads the development of short and long-term goals including budgetary plans for the safety and environmental program in coordination with Center leadership and safety managers. Implements and manages a Center-wide accident reporting system that is designed to provide complete and accurate data on all accidents and near miss incidents, for use in evaluating safety and health conditions. Assembles, coordinates and leads external peer review teams to access the quality and effectiveness of BARC safety programs, e.g., hazardous chemical safety environmental management, biological safety. Interprets and applies applicable federal, state, and local regulations relevant to animal welfare, environmental management, occupational safety and health, research laboratory and workplace safety and security.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience ensuring safety and occupational health compliance for research organizations and laboratories; developing policies related to the occupational health and safety of a workforce; and presenting information and reporting focused on issues or trends in safety and health to leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
