This position is for the Branch Chief for the Administrative Services Division (ASD), Safety and Physical Security Branch (SPSB). The branch mission is to prevent accidents, injuries and safeguard government employees and property by providing technical assistance and training, perform inspection to evaluate effectiveness of safety, security and health programs, examine, detect, and correct security deficiencies at FSIS-owned and leased facilities, and oversees the Agency credentialing program.

Duties

Provides oversight and technical assistance performing inspection of the safety and health program. Assures that all customer needs are responded to promptly and effectively. Serves as the principal occupational safety and health program and environmental management program advisor Maintains effective communications with officials at all levels of internal and external organizations. Directs the development of policies, standards, protocol, guidelines, and mandates. Manages an occupational safety and health training program. Directs development of data management systems. Develops policies for the credentialing program. Monitors work of subordinates to ensure their work products reflect organizational goals. Provide briefings on occupational safety and health issues. Evaluates the efficiency of environmental, safety and health, physical security program efforts.

Requirements

  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.

  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below: Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration at the GS-14 grade level.) For the GS-14 level: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that demonstrates: Providing leadership working with cross-functional teams. Communicating with Senior leadership on Safety and Health and Physical Security issues. Engaging external customers to support and resolve issues. Experience using data to evaluate performance and identify risks. Effectively communicating using written products and verbal briefings. Experience as a liaison with OSHA, Health (NIOSH) and/or the USDA on occupational safety and health issues.
