Duties

This is a TERM position. Appointment to this position will not convey permanent status in the Federal service and will be for a period not to exceed 13 months, with possible extensions up to a total of four years without further competition. The primary duties of this job include serving as a Project Lead for archeological projects associated with compliance with Sections 106 and 110 of the National Historic Preservation Act (54 U.S.C. 300101 et seq.) in National Park units across the southeastern United States and the Caribbean. Incumbent implements archeological projects involving documentary, archival, and collections research; field investigations (both survey and excavation); laboratory analysis of recovered data; and professional report writing. Incumbent will conduct segments of archeological research for planning documents, including general management plans, resources management plans, environmental impact statements, environmental assessments, archeological overviews and assessments, and archeological field investigations of all types, as required. Finally, incumbent may be responsible for formatting and editing professional archeological reports for publication and distribution to parks and state and federal agencies.

Qualifications

All qualifications must be met by the closing date of this announcement-08/14/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. This position has a basic requirement that must be met by the close of the announcement Archeology Series 0193 (opm.gov). Applicants must have one of the following and submit documentation in their application on how they meet the requirements. Basic Requirements: A. Education Degree that included 3 semester hours each in the following course areas: History of archeology. Archeology of a major geographical area such as North America or Africa. Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. -AND- Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; -AND- Archeological field school. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school). -OR- B. Combination of Education and Experience College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. -OR- C. Experience Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. -AND- In addition to the Basic requirement to qualify for this position at the GS-09 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Assisted in conducting background studies and document reviews pertaining to archaeological project development; participated in archaeological survey and site evaluation work and preparation of technical reports; interpreted cultural resources to public contacts in one-on-one conversations; received formal and on-the-job instructions and training on the practical application of archaeological principles, theories, methods, practices, and techniques; developed and coordinated networks and contacts beneficial to the successful performance of archaeological work assignments, such as interacting technically with colleagues and supervisors, and demonstrating the ability to work cooperatively with other persons. (Must include hours worked per week) -OR- EDUCATION: Successfully completed 2 years of progressively higher level graduate education leading to a masters degree in an accredited educational institution concentrated in a field that is directly related to the work of this position, in archeology, anthropology, or other directly related subject matter. (Copy of transcripts is required) -OR- COMBINATION: An equivalent combination of such education and experience. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal 100% to qualify using this option. (Copy of transcripts is required) Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
