Duties

Summary This is a full-time professional level position located in the National Park Service (NPS) Region 2 Cultural Resources, Archeological and Historic Preservation Partnerships Branch of the Cultural Resources Division (the division). Region 2 encompasses more than 70 parks in 9 states, Puerto Rico, and the U.S. Virgin Islands. The division has the prime responsibility for planning and management related to the preservation of NPS cultural resources within the region. Division staff are also responsible for managing preservation assistance programs that operate outside the national parks. The incumbent serves as a professional archeologist responsible for supporting the administration and implementation of preservation partnership programs including, but not limited to, the Archeological Assistance Program, Heritage Documentation Program, and National Historic Landmarks Program. Responsibilities As an Archeologist, you will be responsible for: Employee serves as team lead for staff supporting Interagency Agreements of the Archeological Assistance Program. Works with federal agency partners to plan projects that fit within the parameters described in agreements; organizes staff time and workloads to meet agreement/project needs; and assists supervisor in preparing budgets for each agreement. Responsible for or makes significant contributions to documentation required by Section 106 and Section 110/110(f) of the National Historic Preservation Act (NHPA). Provides programmatic advice, guidance, and support to members of the public and colleagues and other cultural resource professionals with a focus on preservation partnership programs, including the, Archeological Assistance Program and Heritage Documentation Programs (i.e. HABS/HAER/HALS). Performs technical reviews of Heritage Documentation Programs (i.e. HABS/HAER/HALS) submittals. Serves as Agreements Technical Representative and/or Contracting Officer's Technical Representative for projects conducted through contracts, interagency agreements, and cooperative agreements.

Qualifications

All qualifications must be met by the closing date of this announcement-05/17/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. This position has a basic requirement that must be met by the close of the announcement Archeology Series 0193 (opm.gov). Applicants must have one of the following and submit documentation in their application on how they meet the requirements. Basic Requirements: A. Education 1. Degree that includes 3 semester hours each in the following course areas: History of archeology. Archeology of a major geographical area such as North America or Africa. Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. -AND- Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; -AND- Archeological field school. 2. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school). -OR- B. Combination of Education and Experience College-level education or training that provides knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. -OR- C. Experience Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. -AND- In addition to the basic requirement above, to qualify for this position at the GS-11 grade level, you must also possess at least one or all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience equivalent to the GS-9 level in Federal Service. Examples of specialized experience includes, but is not limited to: Evaluating archeological properties using national register and national historic landmark criteria; Conducting reviews or preparing historic preservation documentation, compliance, and background materials to meet requirements of Section 106 and Section 110 of the National Historic Preservation Act and Heritage Documentation Programs (HABS/HAER/HALS); and Ability to summarize and interpret highly technical materials regarding archeology and historic preservation for partners and the public. You must include hours per week worked on your resume. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Archaeology or a related field. You must include transcripts. -OR- Combination of Education and Experience: Successful completion of a combination of experience and education totaling 100% of the requirement. To combine education and experience, first determine the percentage of experience held by dividing the number of months of qualifying full-time experience possessed by 12 and then multiplying by 100. Then determine the percentage of qualifying graduate level education completed by dividing the number of credits completed by 36, then multiply by 100. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
