This position is located in Bureau of Land Management, Oregon/Washington State Office, Burns District Office, in Hines, Oregon. This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet Land Management Authority. Salary Ranges: GS-07: $49,025 - $63,733 per year GS-09: $59,966 - $77,955 per year

Duties

The Wild Horse & Burro Coordinator: Plans, coordinates, and executes WH&B events in compliance with program guidelines. Collaborates with BLM offices and partners to plan and organize adoption events. Provides information, guidance and support to applicants including training and care information to ensure the placement process is smooth and efficient. Participates in the screening and selection process for potential adopters or purchasers. Ensures potential adopters/purchasers have the proper facilities to provide care and safely transport animals in compliance with federal regulations and State laws. Reviews, approves/disapproves applications, generates Private Maintenance and Care Agreements or Bills of Sale and collects fees. Provides guidance and resources to adopters/purchasers to assist them in properly training and caring for their animals. Informs adopters/purchasers of obligations and prohibited acts per policy requirements. Conducts follow-up visits and communicates with adopters/purchasers to monitor the welfare and well-being of animals and to provide support when needed. Performs post-placement compliance checks to ensure that adopters/purchasers are meeting the terms and conditions of their Private Care and Maintenance Agreements. Addresses and resolves conflicts and/or issues that arise between adopters/purchasers and the BLM WH&B Program regulations. Reviews and investigates animal care complaints, makes recommendations, and takes action to repossess or reassign adopted/purchased WH&Bs, when necessary.

  • May be required to complete background investigation and drug screening.
  • Meet Selective Service Registration Act requirement for males
  • Must provide resume and supporting documents (See required documents).
  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • This position requires the ability to obtain and maintain a valid state driver's license with endorsements in order to operate a variety of 4x4 vehicles, including light- and heavy-duty pickup trucks with flatbeds and trailers.
  • The incumbent may be required to travel by horseback.
  • The incumbent must be able to use BLM-owned firearms for the purpose of humane euthanasia of Wild Horses and Burros that are critically ill or injured and is subject to obtaining and maintaining certification to use BLM-owned firearms.
  • The incumbent is subject to the Lautenberg Amendment.
  • The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS FOR GS-07: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Assist in coordinating and executing Wild Horse and Burro placement events in compliance with program guidelines; (2) Coordinate and provide training and orientation to volunteers informing them of program goals, safety procedures, and their goals; (3) Provide support in ensuring safe and humane transportation of wild horse and burros; and (4) Provide support and assistance in coordinating the maintenance of facilities used for wild horse and burro holding and care. OR Education: Have one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit copies of your college transcripts if claiming to meet the qualification requirements based on education.) OR Meet the qualifications for Superior Academic Achievement and meet one of the following: A grade point average of B (3.0 or higher out of a possible 4.0) for your completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade-point average of B+ (3.5 or higher out of a possible 4.0) for all courses in the major field of study, or those courses in your major completed in the last two years of undergraduate study; Rank in the upper one-third of your class in the college, university, or major subdivision; or Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society. To be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position being filled. NOTE: Applicants must submit a copy of transcripts. OR Combination: Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. MINIMUM QUALIFICATIONS FOR GS-09: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Coordinate and execute wild horse and burro placement events in compliance with program guidelines.; (2) Ensure safe and humane transportation of wild horses and burros between holding facilities, placement events, or other destinations; (3) Maintain accurate and up to date records and reports of wild horse and burro information; and (4) Utilize facility maintenance and safety protocol to coordinate the maintenance of facilities such as corrals and buildings used for wild horse and burro holding and care. OR Education: Have successfully completed a master's degree or two (2) full years of graduate level study leading to a master's degree or LL.B., J.D., in a field that provided the knowledge, skills, and abilities necessary to perform this work. NOTE: You must submit a copy of your transcripts. OR Combination: Successful completion of a combination of education and experience as described above. You must have a combination of specialized experience and graduate level education that, when combined, equal 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.) NOTE: You must submit a copy of your transcripts. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level and one year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
